Box 6336 <br /> Stockton, CA 95206 <br /> FORWARD LANDFILL, SAN JOAQUIN COUNTY (Case No. 2209) <br /> Board staff have reviewed the design report for the next phase of Forward Landfill known as WMU <br /> D94. The proposed construction of 2.5 acres of landfill liner will extend over portions of adjacent <br /> Class III landfill units C and D89 and connect to the Class II WMU D93 liner. The composite liner <br /> system in WMU D94 will include a geosynthetic clay liner(GCL) as an engineered alternative to the <br /> prescriptive design requirement of two feet of clay. <br /> Staff conclude that the proposed design including use of a GCL complies with Title 23, California <br /> Code of Regulations, Division 3, Chapter 15 and the facility's Waste Discharge Requirements <br /> Order No. 94-014.
