MONITORING AND REPORTING PROGRAM -2- <br /> FORWARD INC.,FORWARD LANDFII.L <br /> SAN JOAQUIN COUNTY <br /> The results of any monitoring done more frequently than required at the locations specified herein <br /> shall be reported to the Board. <br /> B. REQUIRED MONITORING PROGRAMS <br /> 1 . Incoming Waste, Leachate and LCRS Monitoring Program <br /> DESIGNATED AND NONHAZARDOUS SOLID WASTE MONITORING <br /> The Discharger shall monitor all wastes discharged to the Class III landfill units and Class II land <br /> treatment unit.landfills and waste piles on a monthly basis and report to the Board as follows: <br /> Report in Frequency of <br /> Quantity Discharged: <br /> Nonhazardous Solid Waste Cubic Yards Quarterly <br /> Asbestos Cubic Yards Quarterly <br /> Sewage and Wastewater Gallons Quarterly <br /> Treatment Sludges <br /> Average% Solids % Quarterly <br /> Where Waste Was Discharged - - Quarterly <br /> Source(s)of Material - - Quarterly <br /> Discharged <br /> Minimum Elevation of Feet&Tenths, Quarterly <br /> Discharge Mean-Sea Level <br /> Capacity of Landfill Unit Percent Yearly <br /> Remaining <br /> When it is necessary to determine if a solid waste, including contaminated soil,is a `designated <br /> waste',a Waste Extraction Test(WET) shall be run. The waste may be disposed of in a Class III <br /> landfill unit at this site only under the following conditions- <br /> a. If thecancentrations of extractable constituents (expressed in mg/l of extract), as determined <br /> by the standard WET(CCR,Title 22.Division 4.5,Chapter 11),do not exceed the Maximum <br /> Concentrations specified below, the waste may be co-disposed with `nonhazardous solid <br /> to 7. <br /> b. If the concentrations of extractable constituents (expressed in mg/l of extract),as determined <br /> by the WET run with deionized water in place of the standard citrate buffer, do not exceed the <br /> Maximum Concentrations specified below, the waste may be disposed of in a monofill <br /> dedicmd to this solid waste,or in an area where the waste will not contact wastes capable of <br /> g(Y <br /> eneraiing,acidic leachate or landfill leachate. or be overlain by wastes capable of generating <br /> acidic:leachate. <br />
