i' ttotLReport s. Other: No Vialhcerved IV. NARRATIVEF OBSERVATION / ISIWITH OPERATOR Forward is located on 157 acres in eastern San Joaquin County, approximately three miles east of Stockton. The facility is on the west side of Austin Road, two miles south of Arch Road and three miles north of Lathrop Road. Forward currently operates under a number of permits issued by various regulatory agencies, a listing of those permits is included in this report as Attachment 1. A copy of the post closure permit issued by DTSC is also included in this report as Attachment 2. The post closure care permit allows for the continued care of Waste Management Unit (WMU) A. WMU-A ceased accepting hazardous waste during the month of October 1984. Wastes accepted into WMU -A included: leaching and kiln gas scrubber waste, and soils contaminated _ with heavy metals and pesticides. Hazardous wastes were accepted at Forward until October 1984. They were disposed of in WMU-A which covered approximately eight acres and had a capacity of approximately 320,000 cubic yards. Currently, the only hazardous waste disposed of at Forward is asbestos. Asbestos is accepted on a case by case basis and a 24 hour notice must be given to Forward before any shipment will be accepted. When asbestos is received it is deposited in a specified area where it is covered with soil immediately. Other wastes accepted by Forward consist of soil contaminated with gas and diesel and non hazardous commercial/industrial waste. Contaminated soils are treated through bioremediation and soil venting operations. Theses processes are covered under authorizations issued by the Central Valley Regional Water Quality Control Board (CVRWQCB) and the San Joaquin County Air Pollution Control District (APCD). The following observations were made during the inspection of Forward on June 11, 1998. Upon arrival at the facility I met with Mr. Stefani. Mr. Stefani granted me consent to do this inspection. Records reviewed during the inspection included: Training Records, Contingency Plan, Annual Reports, Operating Records, Inspection Logs, Facility Post Closure Permit, Closure Plan, Asbestos Procedures Binder and Manifests. All records appeared to be in order. The walkthrough inspection was conducted with the assistance of Mr. Stefani and the following areas were inspected: WMU-A, which is inactive and has not accepted waste since 1984. The area had good vegetative cover and no slippage or sliding was observed. Mr Stefani mentioned that over the years Forward has installed 24 monitoring wells on site, in 14 separate locations. Area D95 is where asbestos and commercialTndustrial waste is disposed. Mr. Stefani said that asbestos shipments are received daily and are disposed of in a separate area within the D95 disposal pit. Mr. Stefani also said that asbestos is covered with dirt immediately after being deposited for disposal. The D95 area has a synthetic liner with a built in filter fabric which helps to control drainage from the pit. Forward also has a Facility Maintenance Area where maintenance is performed on facility vehicles and motorized equipment. Located in this area is a fenced bermed concrete compound where used oil and antifreeze are stored. Used oil is stored in a double walled steel tank, and antifreeze is stored in 55 gallon drums. The used oil tank was properly labeled, no drums of used antifreeze were in storage at the time of this inspection.
