The report provides stability calculations for the proposed use of a geosynthetic clay liner <br /> (GCL) on the base of the D98 landfill. The GCL is used in place of a compacted clay liner under the <br /> HDPE geomembrane. The proposed design is an engineered alternative as described in the facility's <br /> waste discharge requirements (WDRs). Based on the report and supporting design documents,the GCL <br /> is approved for use in the base liner system of WMU D98. <br /> As noted in our approval letter for the original design,the final CQA report for this project must include <br /> laboratory test results. These test results must demonstrate that the various materials used for <br /> construction achieved the strength parameters and interface friction angles used in the stability <br /> calculations.
