SOLID WASTE FAZILITY PERMIT Facilityrnit Number: 39-AA0015 12. Legal Description of Facility(attach map with RFI): See.appendix A See.appendix B for maps 13. Findings: a. This permit is consistent with the County Solid Waste Management Plan or the County-wide Integrated Solid Waste Management Plan(CIWMP). Public Resources Code,Section 50000. b. This permit is consistent with standards adopted by the California Integrated Waste Management Board(CIWMB). Public Resources Code,Section 44010. c. The design and operation of the facility is in compliance with the State Minimum Standards for Solid Waste Handling and Disposal as determined by the LEA on March 30, 1999. d. Manteca-Lathrop Fre District has determined that the facility is in conformance with applicable fire standards as required in Public Resources Code, Section 44151. e. An environmental determination(i.e.Notice of Determination)SCH#92032013 is filed with the State Clearinghouse for all facilities which are not exempt from CEQA and documents pursuant to Public Resources Code,Section 21081.6. f. A County-wide Integrated Waste Management Plan has/has not been approved by the CIWMB. g. The following authorized agent has made a determination that the facility is consistent with,and designated in,the applicable general plan:San Joaquin County Planning Commission,January 31,1999 in accordance with Public Resources Code,Section 50000.5(a). h. The following local governing body has made a written finding that surrounding land use is compatible with the facility operation,as required in Public Resources Code,Section 50000.5(b). 14. Prohibitions: The permittee is prohibited from accepting any liquid waste sludge,non-hazardous waste requiring special handling,designated waste,or hazardous waste unless such waste is specifically listed below,and unless the acceptance of such waste is authorized by all applicable permits. 1.Asbestos 2.Automobile Shredder Waste 3.Other hazardous waste granted a variance by DTSC for Class II or Class III disposal 4.Designated Waste-(a) as defined by Title 23,CCR,Section 2522(b)compatible with the surface impoundment liner (c)approved by the RWQCB 5.Non-hazardous Contaminated Soils containing the following:(a)petroleum hydrocarbons(b)metals(c)non petroleum organics and or soluble solids i 6.Non-hazardous wastes which require special handling:(a)sewage sludge(b)water treatment sludge(c)inert ashes(d)grit/grease(e)holding tank pumpings (f)stormdrain cleanings(g)dredge and fill materials(h)leachates(i)septic tank pumpings 6)treated wood waste(k)coal and wood ash(I)wastes(q)chemical toilet waste (r)boiler blow-down water(s)fiberglass(t)tires,if they are reduced in volume prior to land-filling according to the requirements of Title 14,CCR,17355. The permittee is additionally prohibited from the following items: Disposal of Hazardous Waste-except as allowed above Scavenzing Disposal of Large Dead Animals Disposal of untreated Medical Waste Disposal of Cannery Waste Open Burning 15.
