LANDFILL, SAN <br /> JOAQUIN COUNTY, FACILITY NO. 39-AA-0015. <br /> The proposed permit revision is for the Forward Inc. Landfill, located at 9999 S. Austin Road, <br /> Manteca, CA 95336, San Joaquin County. <br /> The proposed permit revision includes the following operation changes: <br /> • A change in the daily tonnage from a maximum (peak) daily tonnage of 4,180 tons per day <br /> (tpd)to a peak daily tonnage of 6,680 tpd.,Tbe County's Siting Element (SE)lists the peak <br /> daily tonnage,as 4,180,tpd. <br /> The proposed increase in tonnage is needed in order to receive contaminated material (soil)that <br /> is more dense than standard municipal solid waste. <br /> The Board approved San Joaquin County's Countywide Integrated Waste Management Plan <br /> (CIWMP)on March 26, 1997. <br /> Finding of Conformance with the CIWMP (PRC 50001): <br /> The proposed permit is not consistent with the facility description in the County's SE. <br /> Based on the Board's discussion of PRC Section 50001 at the January 27, 1999 Board meeting, <br /> when a proposed permit is not consistent with the description in the applicable County's SE, the <br /> Board has directed staff to bring the question of conformance forward for Board consideration on <br /> a case-by-case basis. <br /> During this case-by-case consideration, the Board has indicated that it will look at the following <br /> factors in making its determination of conformance: <br /> • Affect of the permit revision on 15 year capacity <br /> • Potential threats to the environment <br /> • Opposition from neloliborim-, *Lirisdicti <br /> J <br />
