Box 6336 <br /> Stockton, CA 95206 <br /> FOR WARD LANDFILL,SAN JOAQUIN COUNTY(Case No. 2209) <br /> I have reviewed the September 1999 construction quality assurance (CQA)report prepared by Vector <br /> Engineering for the D99 landfill, Eastern Ash Pit closure, and the Class II surface impoundment(WMU <br /> F). The report documents the construction of 9.1 acres of landfill liner and ash pit closure cover along <br /> with 1.3 acres of surface impoundment. <br /> Construction for the D99 landfill included engineered subgrade fill, selected native soils admixed with <br /> imported clay and compacted for 2.57 acres of base liner. Geosynthetic clay liner(GCL)was placed on <br /> 6.1 acres of the landfill sidewalis. These materials were overlain by geomembrane, granular drainage <br /> layer or geosynthetic drainage net, geotextile, and operations layer. A temporary sump was installed at <br /> the western edge of the unit pending future expansion to the west. Closure cover on the south side of the <br /> ash pit included 0.76 acres of GCL, geomembrane, and vegetative cover soil. The surface impoundment <br /> construction included subgrade preparation and placement of GCL, geomembrane, drainage net, and an <br /> upper geomembrane liner. The CQA report contained observations,test results, and component <br /> certifications for all phases of construction. A subsequent letter describing LCRS performance testing in <br /> the surface impoundment was submitted on 8 October 1999: <br /> Vector Engineering certified that the construction was done in general accordance with Title 27 and the <br /> project's construction drawings,technical specifications, and construction quality assurance manual. <br /> Based on Vector's report, supporting design documents, and my facility inspection on 1 September <br /> 1999,the D99 landfill and the WMU F Class II surface impoundment are approved for waste discharge <br /> operations in accordance with the facility's waste discharge requirements. <br /> If you have any questions,please call meat(916)255-3131. <br /> STEVE E.
