Called Michael Turner of ERTS , Tel 440 034 2700 ext. 567
responsible party representative. Michael stated that Patriot Environmental
Services have been retained for clean-up and they are on site. Discus report with
Lead Senior Haza Saeed. Arrived on site met with Neil Williams -General
Manager for Loves Country Stores- Tel 209 599 0740. Neil stated he was not
present during the incident, he was informed that a truck drove in to dispense gas
at the dispenser and it appears the driver was not aware motor oil was leaking on
to the concrete from the trailer truck and the driver drove away. Observed
approximately 30 feet by 14 inches wide trail of impacted dark stain concrete.
Patriot Environmental Services were on site and had just completed clean up.
Lupe Baeza-Field Supervisor for Patriot Environmental Services Tel 707 672 5507
( cell) said they arrived on site at approximately 5am, they used absorbents- Kitty
litter for the clean-up. The Oily solids generated from the clean-up operation was
placed in a black steel 55-gallon drum and left on site to be dispose of by Loves
Country Stores as hazardous waste. Observed a 55-gallon black steel drum at the
hazardous waste area; Label: EPA ID CAR000220707, generator- Loves County
Stores of California with accumulation start date- left black, state waste code -352,
solid, hazardous properties/description: Toxic/solid absorbent, hoses, filters, and
misc. debris, contaminated diesel. I later Called Neil Williams for clarification of
the description of waste that was generated because the description said
contaminated diesel and no mention of motor oil. Neil accepted to update the label
to contaminated oil and insert the accumulation start date as 01/11/2023.
Patriot Environmental removed the motor oil from the concrete using absorbents
and swepted the contaminated area. Took three photos, and there was
confession about the substance that was released, the spill report said diesel, and
the manager on the ground said motor (engine) oil. I did not have the chance to
met with the supervisor that was present during the incident. According to Neil
Williams the manager I met said he was told it was motor (engine) oil that leaked
not diesel.
01/12/2023 Generate a photo log and prop 65. NSO
01/20/2023 E mail OIR to Jese Daiz: Jesse.diaz@loves.com. One 55 gallon drum of oily solid NSO
waste was generated during the clean up operation.
51o5. rpt
