SANJOAQUIN <br />—COUNTY-- <br />Environmental Health Department <br />WASTE DISCHARGE/SPILL RESPONSE <br />NOTICE TO ABATE <br />Responsible Party: PG & E <br /> Date: Jul 27, 2021 <br />RP Mailing Address: PO BOX 7640 <br /> Record ID#: COGENUJ36 <br />SAN FRANSISCO, CA 94120- Program Element: 2546 <br />Spill Location: 1049 S WILSON WAY, STOCKTON <br /> Release/Spill Response (excluding Joint Team) <br />NATURE OF WASTE DISCHARGE/WASTE RELEASE: <br />APPROXIMATELY 15 GALLONS TRANSFORMER OIL SPILLED ONTO STREET, SOIL, SIDEWALK, AND STORM <br />DRAIN [CAL OES CONTROL # 21 - 3999] <br />OBSERVATIONS: <br />Received notification from Jamie Beckett (PG&E) of a spill of approximately 15 gallons of transformer oil with an unknown <br />Polychlorinated Biphenyl (PCB) concentration. The spill was released from a pole-mounted transformer due to impact from <br />a vehicle. Met with contractor, Jose Guzman (PSC). Observed the spill had impacted the street, soil, sidewalk, and storm <br />drain. <br />Clean up all released material and impacted materials and dispose of it under all appropriate waste manifesting and waste <br />disposal laws and regulations. The disposal of any hazardous waste, or the causing thereof, is prohibited when the disposal <br />is at a facility which is not permitted or authorized for hazardous waste disposal. [HSC 25189.5 (a).] Please be aware that all <br />hazardous waste shall be disposed of under appropriate hazardous waste manifesting procedure [HSC 25160 (b)(3)]. Make <br />a hazardous waste determination for all waste materials and dispose of them as required, and provide proof of correction, a <br />copy of the analytical lab report, and waste disposal records to the EHD. <br />NOTE: If PCBs are detected in the transformer oil sample, a confirmation soil sample will need to be witnessed by the EHD. <br />Please notify EHD prior to confirmation soil sampling. <br />VIOLATIONS: <br />Discharge of any waste, including sewage <br />(CA Health and Safety Code 5411) <br />Discharge of waste or sewage to water or within 150 ft. of waterway <br />(SJC Ordinance Code Sections 9-1125.3, 9-1125.4) <br />Improper disposal of a hazardous waste <br />(CA Health and Safety Code 25189.5) <br />Permitting or Maintaining a Nuisance <br />(SJC Ordinance Code Section 8-5100) <br />Other Violation <br />ORRECTIVE ACTIONS / ORDER: <br />Investigate and abate contamination under the oversite of the appropriate lead agency. <br />Immediately. <br />Submit copies of hazardous waste manifests/disposal records to the EHD. <br />Submit copy of the transformer oil lab analysis report. <br />El-ID 25-01 Rev, 9/16/2020 WASTE DISCHARGE/SPILL RESPONSE NOTICE TO ABATE <br />Page 1 of 2 <br />1868 E.
