Transformer Oil Release Clean-up and Closure Report <br />1049 South Wilson Way, Stockton California <br />2.1 Emergency Response <br />July 27, 2021 — 1:30 a.m. PG&E responded to the report of a fallen transformer pole resulting in <br />transformer oil release located near 1049 South Wilson Way, Stockton, California. The transformer pole <br />fell after a motor vehicle collided with it. The vehicle struck the transformer pole, veered into a nearby lot, <br />and came to rest. <br />The PG&E crew found that three of the transformers on the pole were damaged. Two of the damaged <br />transformers were found to be empty; the third was mostly full. The release volume was estimated at <br />approximately 22 gallons of oil. Some of the oil had entered the gutter on the west side of South Wilson <br />Way, and had traveled to a storm drain, located approximately 100 feet south of the pole. <br />The spill affected an area measuring approximately 30 feet by 110 feet. The affected features within this <br />area included parts of South Wilson Way, the associated gutter and storm drain, the adjacent sidewalk, <br />and a parking area on the property at 1049 South Wilson Way (Figure 2). After the spill was identified, the <br />affected area was made safe with barricade tape to delineate spill locations and prevent public access. <br />The roadway was closed to prevent vehicular traffic from entering the spill area. The emergency response <br />assessment was communicated to the PG&E Environmental Field Specialist (EFS). <br />PG&E obtained an oil sample from the each of the three damaged transformers for same-day laboratory <br />analysis for PCBs by Castle. Aroclor 1260 was detected in each of the three oil samples, at <br />concentrations of 650 parts per million (ppm) in Sample A, 7.6 ppm in Sample B, and 410 ppm in <br />Sample C. No other Aroclor compounds were detected in the oil samples. The laboratory report is <br />included in Appendix A. <br />July 27, 2021, 12:00pm — PG&E notified the California Governor's Office of Emergency Services and the <br />San Joaquin CUPA of the release and indicated that emergency spill response and clean-up activities <br />were underway. <br />2.2 Phase 1 <br />2.2.1 Phase 1 Clean-up and Oil Sampling <br />July 27, 2021 - Ancon personnel were dispatched to the site by PSC in response to the notification from <br />PG&E. Ancon used a hydro-jet to triple-wash and then power-wash the street, gutter, and storm drain, as <br />well as the driveway and parking lot area of the adjacent property at 1049 South Wilson Way. <br />The washing was supervised by personnel from the City of Stockton. A degreaser was used during the <br />triple wash; any applied absorbent applied was collected into waste drums. Wastewater from the triple <br />wash and power wash was collected into waste drums. The area was left covered and barricaded. <br />July 27, 2021 - PG&E contacted Arcadis to coordinate clean-up verification sampling. <br />July 28, 2021 - An underground service alert (USA) ticket was called in by Hydrochem PSC. Ponder <br />arrived on site and conducted a small excavation to remove affected soil near the base of the transformer <br />pole (Figure 2). <br />arcadis. corn <br />Stockton Release Closure Report_07062022 2
