The camera <br />footage reveal a blue vehicle. Arrived on site observed the area oil was dumped <br />and covered with dirt. No water way or storm drain impacted. Discussed complaint <br />with lead Senior. <br />07/06/2022 Received a phone call from Complainant for an update on the dumping. I let him NSO <br />know that we do not have the ability to investigate who dumped oil on private <br />property from the video footage EHD received from him. I suggested that he may <br />contact the Police department. Received a phone call from the Sheriff <br />department 209 938 8020 for more information concerning the dumping. The <br />sheriff asked for the video, photos I took on 06/28/2022 and EHD complaint <br />number. I sent him the information on his phone and he asked if we have a <br />regulation stating who cleans up the mess. I explained to him that in such a case <br />the clean up is the property owner's responsibility because we do not know the <br />exact person that dumped the oil on his property. <br />07/08/2022 Received a voicemail from (c) (7/7/2022). Called (c) back. He wanted to know <br />what would happen next, who would clean up the oil. I explained it is the property <br />owners responsibility to remove any hazardous waste discharged on their <br />property. He asked about the video of his neighbor dumping. I explained that <br />would be a civil matter and we (EHD) dont have a role in that. He mentioned he <br />did not know if it was on his property or the countys property. We discussed <br />generally rule of thumb40-50 feet from middle of the roadway and possibly using <br />telephone pole as a marker. He said he doesnt have a pole in between his <br />property and the road. He thinks it would be about 40 ft. I told him I could contact <br />road maintenance to see if they would be able to assist in making that <br />determination. He said ok. Called Road Maintenance 468-3074, they are closed <br />today. I didnt feel this was an emergency to contact on call staff. I will follow-up <br />on Monday to see if they can assist. <br />02/08/2023 Reviewed paper work print and abate.
