A NJ O A Q U l N Environmental Health Department <br /> COUNTY— <br /> Underground Storage Tank Program Inspection Report <br /> Facility Name: Facility Address: Date: <br /> SINCLAIR NORTH MAIN 1 1245 N MAIN ST, MANTECA May 08, 2023 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 305 HSC 25290.1,25290.2, 25291 Failed to maintain secondary containment(e.g.failure of secondary containment <br /> testing). <br /> OBSERVATION: Loss of brine was found in the UDC 5/6 indicating a leak in the secondary containment. <br /> REGULATION GUIDANCE: Secondary containment shall be impervious to the liquid and vapor of the substance <br /> contained and constructed to prevent structural weakening as a result of contact with any hazardous substances <br /> released from the primary containment. <br /> CORRECTIVE ACTION: Immediately contact a properly licensed,trained, and certified contractor to make repairs <br /> to the UST system under permit and inspection of the EHD. <br /> This is a Class II violation. <br /> 307 HSC 25290.1(c3), 25290.2(c3) Failure to keep water out of the secondary containment system (post-Jul 2003). <br /> OBSERVATION:Water was found in the 87 and 91 fill sumps, 87, 91,diesel spill containers, 87 and diesel STP <br /> sumps. <br /> REGULATION GUIDANCE: Secondary containment shall be constructed to prevent any water intrusion into the <br /> system by precipitation, infiltration, or surface runoff. <br /> CORRECTIVE ACTION: The service technician removed 17 gallons of liquid from the 87 and 91 fill sumps, 87, 91, <br /> diesel spill containers, 87 and diesel STP sumps and returned the sensor to its proper location. Immediately contact <br /> a properly licensed,trained, and certified contractor to address the water intrusion into the 87 and 91 fill sumps, 87, <br /> 91, diesel spill containers, 87 and diesel STP sumps under permit and inspection of the EHD. <br /> This is a minor violation. <br /> 318 CCR 2635, 2637.1,2665, 2712 Failed to meet spill container requirements. <br /> OBSERVATION: The 87, 91 and diesel spill container failed to have a minimum capacity of five gallons because <br /> liquid was found in the containers. <br /> REGULATION GUIDANCE:All spill containers shall have a minimum capacity of five gallons. <br /> CORRECTIVE ACTION: The service technician removed the liquid that was found in the containers. <br /> This was corrected on site. <br /> This is a Class II violation. <br /> Overall Inspection Comments: <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by 06/07/2023. <br /> To minimize person to person contact EHD is choosing to write the name of person receiving the report instead <br /> FA0024040 PR0541906 SCO01 05/08/2023 <br /> EHD 23-01 Rev.12/06/2021 Page 6 of 7 Underground Storage Tank Program OIR <br /> 1868 E.
