A NJ O A Q U l N Environmental Health Department <br /> COUNTY— <br /> Underground Storage Tank Program Inspection Report <br /> Facility Name: Facility Address: Date: <br /> CRUISERS MANTECA#29 1137 W LATHROP RD, MANTECA August 29, 2023 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 307 HSC 25290.1(c3), 25290.2(c3) Failure to keep water out of the secondary containment system (post-Jul 2003). <br /> OBSERVATION:Water was found in the 87 , 91 , diesel fill and STP sumps. <br /> REGULATION GUIDANCE: Secondary containment shall be constructed to prevent any water intrusion into the <br /> system by precipitation, infiltration, or surface runoff. <br /> CORRECTIVE ACTION: The service technician removed approximately one liter of liquid from the 87, 91 diesel fill <br /> and STP sumps and returned the sensor to its proper location. Immediately contact a properly licensed, trained, <br /> and certified contractor to address the water intrusion into the 87, 91 diesel fill and STP sumps under permit and <br /> inspection of the EHD. <br /> This was corrected on site. <br /> This is a minor violation. <br /> 313 HSC 25290.1(d)Monitoring system incapable of detecting entry into secondary containment(post-Jul 2004). <br /> OBSERVATION: The 91 STP liquid sensor failed when tested. <br /> REGULATION GUIDANCE: The continuous monitoring system shall be maintained to detect the entry of the liquid <br /> or vapor phase of the hazardous substance stored in the primary containment into the secondary containment, and <br /> to detect water intrusion into the secondary containment. <br /> CORRECTIVE ACTION: Correct immediately by having a properly licensed,trained, and certified contractor replace <br /> the failed component with a functional component(LG 113-x listed, if applicable), and obtain a permit within one <br /> business day from the EHD, if needed. If the failed component can't be replaced immediately,there is a possibility <br /> that the 91 UST system may be red tagged to prevent fuel inputs. <br /> This is a Class II violation. <br /> Overall Inspection Comments: <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by 09/28/2023. <br /> To minimize person to person contact EHD is choosing to write the name of person receiving the report instead <br /> of having them sign. Starting September 1, 2018, all in-office CERS help will be provided at EHD hourly rate <br /> ($162).
