The <br />"Bulk Storage Containers" portion of the plan states that "all of the oil product and fuel <br />storage tanks are constructed of double wall concrete and steel." The facility does not <br />have any double wall tanks. <br />IMG 3224 The Spill Prevention, Control, and Countermeasure (SPCC) Plan failed to predict the <br />direction, rate of flow, and the total quantity of the oil that could be discharged for each <br />type of major equipment failure.
