R A
STATE OF CALIFORNIA-HEALTH AND HUMAN SERVICES AGENCY ! GRAY DAVIS,Govemor
DEPARTMENT OF HEALTH SERVICES
DRINKING WATER FIELD OPERATIONS BRANCH
31 EAST CHANNEL STREET, ROOM 270 At
STOCKTON, CA 95202 r;-
t-
t3 C, 2 P 12: 17
August 24 , 2000
Eric Trevena, REHS
San Joaquin County
Environmental Health Department
304 East Weber Street, Third Floor
Stockton, CA 95202
IRRIGATION WELL AT GREAT VALLEY ELEMEN'T'ARY SCHOOL
I have reviewed the letter of August 22, 2000, from the City of
Stockton to Manteca Unified School District regarding the above
referenced subject . The City has approved the well stipulating
that special precautions may be required to ensure protection of
the potable water supply. To protect the City' s water system from
potential contamination that could result from any cross
connections that may be established between the new irrigation
well and the school' s domestic water system, the school must
install a backflow prevention assembly on the service connection
that provides water from the City of Stockton' s public water
system to the Great Valley Elementary School . This requirement,
however, provides no internal protection of the school' s domestic
water from contamination with unapproved irrigation water in the
event that someone should establish a cross connection on the
school property in the future . Considering the number of
individuals that would be at risk in the event of such a cross
connection, an internal cross connection control program must be
developed.
Therefore, the Department of Health Services is opposed to the
approval and construction of the irrigation well unless the San
Joaquin County Division of Environmental Health includes the
following conditions in the permit issued to the Great Valley
Elementary School :
1 . Water for domestic use by the Great Valley Elementary School
shall only be provided. by the City of Stockton, a permitted
purveyor of potable water for public use . The Great Valley
Elementary School is herein prohibited from utilizing the
water from the new irrigation well for domestic purposes .
The use of water from the irrigation well for domestic
