Environmental Health Department <br />Underground Storage Tank Program Inspection Report <br />Date: <br />May 30, 2023 <br /> Facility Address: <br /> 713 N EL DORADO ST, STOCKTON <br /> Facility Name: <br /> NATIONAL PETROLEUM <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />RemarksItem # <br /> 307 HSC 25290.1(c3), 25290.2(c3) Failure to keep water out of the secondary containment system (post-Jul 2003). <br />OBSERVATION: Water was found in the UDC 1/2, 3/4, 5/6, 7/8, 11/12, vent, 87 and diesel fill sumps. <br />REGULATION GUIDANCE: Secondary containment shall be constructed to prevent any water intrusion into the <br />system by precipitation, infiltration, or surface runoff. <br />CORRECTIVE ACTION: The service technician removed approximately 12 gallon of liquid from the UDC 1/2, 3/4, <br />5/6, 7/8, 11/12, vent, 87 and diesel fill sumps and returned the sensor to its proper location. Immediately contact a <br />properly licensed, trained, and certified contractor to address the water intrusion into the UDC 1/2, 3/4, 5/6, 7/8, <br />11/12, vent, 87 and diesel fill sumps under permit and inspection of the EHD. <br />This was corrected on site. <br />This is a minor violation. <br /> 312 HSC 25290.2(d) Monitoring system incapable of detecting entry into secondary containment (Jul 2003-Jun 2004). <br />OBSERVATION: The 91 STP sensor failed when tested. <br />REGULATION GUIDANCE: The continuous monitoring system shall be maintained to detect the entry of the liquid <br />or vapor phase of the hazardous substance stored in the primary containment into the secondary containment and <br />to detect water intrusion into the secondary containment. <br />CORRECTIVE ACTION: The sensor was replaced and retested during the inspection. <br />This was corrected on site. <br />This is a repeat violation, Class II. <br />Overall Inspection Comments: <br />Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br />documenting the corrective actions that have been or will be taken for each violation, and any supporting <br />paperwork, by 06/29/2023 . <br />To minimize person to person contact EHD is choosing to write the name of person receiving the report instead <br />of having them sign. Starting September 1, 2018, all in-office CERS help will be provided at EHD hourly rate <br />($156).
