<br /> <br />State Water Resources Control Board <br />April 26, 2023 <br /> <br />Pedro M Quiroga II <br />1547 Capitola Cir <br />Stockton, CA 95206 <br /> <br /> <br /> <br />Dear Pedro M Quiroga II: <br /> <br />RUST GRANT APPLICATION DENIED <br /> <br />California Health and Safety Code, section 25299.100 et. seq.1 authorizes the State Water <br />Resources Control Board (State Water Board) to issue (Replacing, Removing, or Upgrading <br />Underground Storage Tanks) RUST grants and loans to assist small businesses in replacing, <br />removing, or upgrading petroleum underground storage tanks (USTs). Implementing regulations <br />for the RUST grant and loans program are located at California Code of Regulations, title 23, <br />section 3420 et seq. <br /> <br />Based on the review of the grant application and all supporting documentation submitted, your <br />application does not meet program requirements and is hereby denied for the reasons listed <br />below. <br /> <br />RUST grants and loans are only available to owners and/or operators of Underground Storage <br />Tanks (USTs). The applicant is the court appointed probate administrator, not the owner nor <br />operator of the USTs located at 2070 S. El Dorado Avenue Stockton CA 95206. In addition, the <br />property is currently in probate. A successor to the property must be determined and any future <br />applications must be submitted by that successor. <br /> <br />This decision constitutes final agency action for purposes of judicial review. You have no right <br />to administratively appeal this decision.
