Greotness grows, here <br /> <br />WASTE DISCHARGE/SPILL RESPONSE <br />NOTICE TO ABATE <br />Responsible Party: PACIFIC GAS AND ELECTRIC COMPANY <br />Date: Mar 12, 2022 <br />RP Mailing Address: 1108 MURPHYS GRADE ROAD <br />Record ID#: COGWBZTOF, <br />ANGLES CAMP, CA 95222- <br />Program Element 2546 <br />Spill Location: 16460 ESCALON BELLOTA RD, ESCALON <br />Release/Spill Response (excluding Joint Team) <br />NATURE OF WASTE DISCHARGE/WASTE RELEASE: <br />RP STATED THAT THERE WAS A CAR ACCIDENT AND ONE OF THE VEHICLES HIT A TRANSFORMER RESULTING <br />IN A GALLON OF NON PCB MINERAL OIL BEING SPILLED ONTO THE GROUND, IT DID NOT ENTER ANY STORM <br />DRAINS. PG&E IS NOT REQUESTING ANY EMERGENCY SERVICES AT THIS TIME. <br />OBSERVATIONS: <br />On-site to observe clean up of Cal OES Control #:22-1413. Appoximatly 1 gallon of indicated blue sticker non-PCB mineral <br />oil spilled from a pole mounted transformer due to a vehicle striking the utility pole. Jerome Manuel, PSC was on site for <br />clean up. PSC dug up the contaminated soil into a 55 gallon black drum, wiped down contaminated fencing using rags <br />which were disposed of in the same black 55 gallon drum, and washed, scrubbed with a brush, and wiped down <br />contaminated concrete with rags. One black 55 gallon drum containing solid hazardous waste, 500lb, was generated. Waste <br />generate will be taken to the PG&E: Stockton Service Center 4040 West Ln Stockton, CA 95204. <br />Pending analytical determination for waste generated on site and transfered to PG&E: Stockton Service Center 4040 West <br />Ln Stockton, CA 95204 <br />VIOLATIONS: <br />Discharge of any waste, including sewage <br />(CA Health and Safety Code 5411) <br />Discharge of waste or sewage to water or within 150 ft. of waterway <br />(SJC Ordinance Code Sections 9-1125.3, 9-1125.4) <br />Improper disposal of a hazardous waste <br />(CA Health and Safety Code 25189.5) <br />Permitting or Maintaining a Nuisance <br />(SJC Ordinance Code Section 8-5100) <br />Other Violation <br />CORRECTIVE ACTIONS / ORDER: <br />Investigate and abate contamination under the oversite of the appropriate lead agency. <br />Submit copies of hazardous waste manifests/disposal records to the EHD. <br />Immediately <br />Other Correction <br />EHD 25-01 Rev. 9/16/2020 WASTE DISCHARGE/SPILL RESPONSE NOTICE TO ABATE Page 1 of 2 <br />1868 E Hazelton Avenue I Stockton, California 95205 I 1 209 468-3420 I F 209 464-0138 I www.sjgov.org/EHD
