Environmental Health Department <br />Underground Storage Tank Program Inspection Report <br />Date: <br />May 09, 2023 <br /> Facility Address: <br /> 8115 S EL DORADO ST, FRENCH CAMP <br /> Facility Name: <br /> J & L MARKET <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />RemarksItem # <br /> 306 HSC 25291(e) Failure to remove, analyze, and properly dispose of water in secondary containment (pre-Jul 2003). <br />OBSERVATION: Liquid was observed in the diesel STP sump. <br />REGULATION GUIDANCE: If water could enter into the secondary containment by precipitation or infiltration, it <br />must be removed and disposed of properly. <br />CORRECTIVE ACTION: The service technician removed approximately 20oz of liquid from the diesel STP sump. <br />Ensure that all sumps and annular spaces are maintained free of liquid. <br />This was corrected on site. <br />This is a minor violation. <br /> 308 CCR 2632(c), 2634(d), 2636(f) Failure of the leak detection equipment to have an audible and visual alarm. <br />OBSERVATION: The float and chain in the 3/4 and 5/6 UDCs failed to stop the flow of product at the dispenser <br />when tested. <br />REGULATION GUIDANCE: All monitoring equipment shall be maintained to activate an audible and visual alarm or <br />stop the flow of product at the dispenser when it detects a leak. <br />CORRECTIVE ACTION: The service technician adjusted the float and chain and verified functionality. <br />This was corrected on site. <br />This is a Class II violation. <br /> 311 HSC 2636(a)(1), 25291(b) Monitoring system incapable of detecting leak into secondary containment (pre-Jul <br />2003). <br />OBSERVATION: The 87 annular sensor failed to activate an audible and visual alarm when tested and, therefore, <br />the tank is not monitored. <br />REGULATION GUIDANCE: The UST system shall be designed and constructed with a monitoring system capable <br />of detecting leaks from primary containment into secondary containment. <br />CORRECTIVE ACTION: The sensor was replaced and retested during the inspection. <br />This was corrected on site. <br />This is a Class II violation. <br />Overall Inspection Comments: <br />Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br />documenting the corrective actions that have been or will be taken for each violation, and any supporting <br />paperwork, by 6/8/2023. <br />To minimize person to person contact EHD is choosing to write the name of person receiving the report instead <br />of having them sign.
