The former property owner has cleaned <br />up a petroleum release from its underground storage tanks (USTs). <br />The Central Valley Regional Water Quality Control Board (Central <br />Valley Water Board) is providing you with an opportunity to comment <br />regarding the proposed UST case closure. <br />The Site property was a gas station from the 1930s to 1978. The Site <br />is currently used as a paved parking lot next to an active gas station. In <br />1978, the former property owner removed three gasoline USTs and a <br />waste oil UST from the Site. In 1988, impacted soil from the former <br />tank areas was excavated, treated, and backfilled. During a 1989 <br />analysis, a consultant detected additional petroleum impacts in soil <br />samples collected from the Site. <br />Between 1997 and 2002, Ground Zero Analysis, Inc. (Ground Zero) <br />operated a soil vapor extraction system to remove petroleum in the <br />soil. In 2009, Ground Zero concluded that the release on Site does not <br />pose a risk to human health and safety from petroleum vapor <br />inhalation. In 2010 and 2011, Ground Zero injected hydrogen peroxide <br />into the groundwater to breakdown the petroleum plume. From April <br />2013 to February 2016, Stratus Environmental, Inc. (Stratus) used an <br />ozone injection system to further breakdown the petroleum plume. In a <br />31 January 2023 Case Closure Evaluation report, Stratus <br />recommended the case for closure. The remaining petroleum in <br />groundwater is shown in Figure 1 below. <br />Central Valley Water Board staff reviewed the request for regulatory <br />case closure. The Central Valley Water Board staff is issuing this <br />notice and providing a 60-day public comment period to the owners <br />and occupants of properties near the Roek Construction case and <br />other interested parties. Central Valley Water Board staff will consider <br />comments they receive when evaluating the case closure. <br />Public Comment Period: 24 April 2023 to 23 June 2023
