S A N J 0 A Q I I I Irl Environmental Health Department <br /> CCUNT <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> KESAR PETROLEUM INC 717 W EIGHTH ST, STOCKTON May 23, 2023 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 202 HSC 25189.5(a)Disposed or caused disposal of hazardous waste at an unauthorized point. <br /> OBSERVATION: The San Joaquin County Environmental Health Department(EHD)received a complaint of <br /> several drums of hazardous waste that were improperly disposed of and/or abandoned at 23851 Kasson Rd., Tracy, <br /> CA. 95304.Two of these drums(one steel 55-gallon drum labeled oily waste and one steel 55-gallon drum labeled <br /> liquid waste)had labels indicating that their waste was generated at Kesar Petroleum located at 717 W. Eight St., <br /> Stockton, CA. 95206.The drums indicated above were filled with a liquid. After visiting Kesar Petroleum and <br /> speaking with the manager Steve Jasper, EHD was informed that the drums had been stolen from the facility. <br /> REGULATION GUIDANCE: The disposal of any hazardous waste, or the causing thereof, is prohibited when the <br /> disposal is at a facility which does not have a permit from the department issued pursuant to this chapter, or at any <br /> point which is not authorized according to this chapter. Hazardous wastes shall be disposed of only by <br /> transportation to a permitted hazardous waste treatment, storage, and disposal facility(TSDF)or other authorized <br /> point. <br /> CORRECTIVE ACTION: It is the responsibility of the facility to properly secure and dispose of all hazardous waste <br /> that is generated at a facility. Immediately begin to secure all hazardous waste on site. In addition, immediately <br /> properly dispose of the facility's hazardous waste at 23851 Kasson Rd.,Tracy, CA. 95304. Provide a corrective <br /> action statement noting how the hazardous waste was properly disposed of and provide a statement saying how <br /> future hazardous waste generated at Keasar Petroleum (717 W. Eighth St., Stockton, CA. 95206)will be properly <br /> secured and disposed of to the San Joaquin County Environmental Health Department within 30 days. In addition <br /> provide a disposal record for the waste at 23851 Kasson Rd. <br /> This is a Class I violation. <br /> Overall Inspection Comments: <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by June 22, 2023. <br /> Wastes generated by this facility: gasoline/diesel contaminated equipment, gasoline/diesel contaminated <br /> absorbent <br /> To minimize person to person contact EHD is choosing to write the name of person receiving the report instead <br /> of having them sign. Starting September 1, 2018, all in-office CERS help will be provided at EHD hourly rate <br /> ($156).
