S A N J 0 A Q I I I Irl Environmental Health Department <br /> CCUNT <br /> Underground Storage Tank Program Inspection Report <br /> Facility Name: Facility Address: Date: <br /> H&M- BW#98 2501 JACKSON AVE, ESCALON July 19, 2023 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 308 CCR 2632(c), 2634(d), 2636(f) Failure of the leak detection equipment to have an audible and visual alarm. <br /> OBSERVATION: The float and chains in the 1-2 UDC failed to stop the flow of product at the dispenser when <br /> tested. <br /> REGULATION GUIDANCE:All monitoring equipment shall be maintained to activate an audible and visual alarm or <br /> stop the flow of product at the dispenser when it detects a leak. <br /> CORRECTIVE ACTION: Correct immediately by having a properly licensed,trained, and certified contractor replace <br /> the failed component with a functional component(LG 113-x listed, if applicable), and obtain a permit within one <br /> business day from the EHD, if needed. If the failed component can't be replaced immediately,there is a possibility <br /> that the 87 UST system may be red tagged to prevent fuel inputs. <br /> This is a repeat violation, Class II. <br /> 318 CCR 2635, 2637.1,2665, 2712 Failed to meet spill container requirements. <br /> OBSERVATION: The 91 premium direct-bury spill container failed when tested. <br /> REGULATION GUIDANCE:All spill containers shall have a minimum capacity of five gallons and be capable of <br /> containing a spill or overfill until it is detected or cleaned up. <br /> CORRECTIVE ACTION: Immediately discontinue deposition of petroleum into this tank until the component is <br /> repaired or replaced by a properly licensed, trained, and certified contractor under permit and inspection of the EHD. <br /> If the spill container can't be replaced immediately,there is a possibility that the 91 premium UST system may be <br /> red tagged to prevent fuel inputs. <br /> This is a repeat violation, Class ll. <br /> 319 CCR 2635, 2637.2,2665, 2712 Failure to comply with overfill prevention equipment requirements. <br /> OBSERVATION: Overfill prevention testing was last performed on 3/2/2023 and was due by November 2023. <br /> Testing has not been completed and is 7 months past due. <br /> REGULATION GUIDANCE: Overfill prevention equipment inspections were required to be conducted by October <br /> 13, 2018, and every 36 months thereafter, and within 30 days of completion of a repair. <br /> CORRECTIVE ACTION: Immediately schedule this test and provide 48 hours notification to the EHD. <br /> This is a Class II violation. <br /> Overall Inspection Comments: <br /> *Note*: An inspection report was provided to the facility operator on the day of inspection.
