Ensure that all sumps and annular spaces are <br /> maintained free of liquid. <br /> This is a repeat violation, Class II. <br /> 308 CCR 2632(c), 2634(d), 2636(f) Failure of the leak detection equipment to have an audible and visual alarm. <br /> OBSERVATION: The floats and chains in the 3/4 (east&west), 5/6(west&center), and 7/8(east&west) UDCs <br /> failed to stop the flow of product at the dispenser when tested. <br /> REGULATION GUIDANCE:All monitoring equipment shall be maintained to activate an audible and visual alarm or <br /> stop the flow of product at the dispenser when it detects a leak. <br /> CORRECTIVE ACTION: The service technician adjusted the floats and chains and verified functionality. <br /> This is a repeat violation, Class II. <br /> 318 CCR 2635, 2637.1,2665, 2712 Failed to meet spill container requirements. <br /> OBSERVATION: The 87 and diesel spill containers failed to have a minimum capacity of five gallons(the 87 spill <br /> container was cited in the 2022 inspection, as well). <br /> REGULATION GUIDANCE:All spill containers shall have a minimum capacity of five gallons. <br /> CORRECTIVE ACTION: Immediately contact a properly licensed,trained, and certified contractor to repair or <br /> replace the spill container under permit and inspection of the EHD. <br /> This is a repeat violation, Class II. <br /> Overall Inspection Comments: <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by 8/18/23. <br /> NOTE: The CERS submittal did not include the Owner/Operator Written Agreement section. Update the CERS <br /> submittal for the facility to include this section. <br /> To minimize person to person contact EHD is choosing to write the name of person receiving the report instead <br /> of having them sign. Starting September 1, 2018, all in-office CERS help will be provided at EHD hourly rate <br /> ($156).
