Called complainant. Complainant stated that the soil looks ALANIZ <br />very black and had a lot of garbage, junk, and pipes in it. In addition, it is in <br />chunks and does not appear to be normal landscaping soil. There is no particular <br />smell to the soil and the complainant stated they are concerned about the dust <br />and want to make sure it is watered down. <br />05/03/2023 Arrived on site and met with the complainant. Per the complainant, the pile of dirt SAETERN <br />are contaminated with various debris. Observed various debris in the pile of soils. <br />Obtained photos from the road. Generated photologs. Emailed S. Shih, Unit 2 <br />Program Coordinator, photos and request if grading with the materials were <br />something they would be concerned about. <br />05/04/2023 Emailed N. Subbotnikova, Program Coordinator of Solid Waste, asking if Unit 4 SAETERN <br />would be interested in this complaint. Discussed with J. Alaniz. <br />Received emailed from N. Subbotnikova, stating they are not interested. <br />Phoned Davinder Singh 209-836-4141, who stated the landscaper obtained the <br />dirt and he does not know where the soil comes from. Per Davinder, the <br />Landscaper had informed him that the dirt was usable and before grading the dirt, <br />they will remove all the debris. Approximately 12-13 load of trucks had been used. <br />05/08/2023 Returned phone call to Davinder Singh, 209-631-3219. Per Davinder, he had <br />spoken to the contractor who had informed him that the soil have been tested and <br />approved by the city prior to using. Additionally, he is 99% sure the dirt is clean <br />and will provide supporting documents. Requested for invoice or receipts of the <br />soil and the contractor's information.
