Union Pacific (UP) ALANIZ <br />reported that an unknown liquid was leaking from a shipping container at 1000 E <br />Roth Rd, French Camp. <br />Called Mike Algots, UP hazmat, 916-580-9999. He did not know what material <br />was released but said it could be Sodium Nitrate Oxidizer. The shipping container <br />had been placed on asphalt. Mike instructed the staff at the facility to isolate the <br />area until the spill could be cleaned up. Patriot Environmental Services (Patriot) <br />was hired to clean the spilled material. <br />UP is the responsible party. <br />Called Derek Smith, Patriot supervisor, 916-347-8724. He said that Brandon Eck <br />was responding to the incident. Called Brandon at 916-710-5857 and left a <br />message. <br />1:36 p.m.: Called Brandon and asked for an update. He said he was 30 minutes <br />from the site. I told Brandon to call me when he got on site. <br />Received an update from Brandon. He did not observe any liquid coming out of <br />the container at the leaker pad. He also checked the area the pad was originally <br />placed (space 357) and did not observe any signs of a chemical leak. Brandon <br />opened the shipping container and did not find any package leaking. All of the <br />different containers were intact. There was clear condensation found on the <br />outside on one of the containers. The liquid was tested for pH and the result came <br />back as 7. <br />Called Mike Algots. He explained that the shipping container had come from <br />Chicago. Ice got into the container while it was being loaded and melted when it <br />got to the rail yard. An spill report update was made with this information. <br />Discussed with Elena Manzo. Received pictures of container from Brandon. <br />Downloaded the photos and created a photo log. <br />03/01/2021 Received an update form Union Pacific letting me know that the liquid was found ALANIZ <br />to be ice.
