Approximately 5-10 <br />gallons of oily liquid was released onto asphalt and concrete on 3/25/2021 from a scrap shipping container. No storm drains <br />were impacted. The facility hired R&B Environmental to clean-up the spill and properly dispose of the waste. The spill was <br />cleaned up using absorbent. After the absorbent was swept up, the area was pressure washed and the liquid was collected. <br />The absorbent was placed into one 55 gallon drum with a hazardous waste label and is currently being stored in the facility's <br />hazardous waste storage area until it can be picked up for disposal. The liquid waste from the pressure washing was not <br />located on site. It was not known how the liquid was going to be disposed of. <br />Per Title 22 California Code of Regulations (CCR) 66261.11, any person who generates a waste shall determine if the waste <br />is a hazardous waste. There are wastes that are listed as hazardous wastes. There are wastes that exhibit one or more of the <br />hazardous waste characteristics: toxic, corrosive, reactive or ignitable. <br />Immediately make a hazardous waste determination for the pressure wash liquid and manage it according to Title 22 CCR. <br />Use Safety Data Sheets (SDS), waste sampling and test results or other knowledge to support your hazardous waste <br />determination. Waste testing must be done using methods specified in Title 22 CCR including sections 66261.20-24. <br />Submit final disposal records for the oily absorbent and liquid from the power washing to the EHD within 30 days. If the liquid <br />is deemed non-hazardous, submit documentation showing how the hazardous waste determination was made. <br />The person in charge is responsible for ensuring that the above mentioned facility is in compliance with all applicable sections of the California Health and <br />Safety Code.
