Environmental Health Department <br />Hazardous Materials Program Inspection Report <br />Date: <br />July 17, 2023 <br /> Facility Address: <br /> 322 S CENTER ST, STOCKTON <br /> Facility Name: <br /> SYNERGY PETROLEUM 322 INC <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />RemarksItem # <br /> 12 HSC 25505(c) Failed to have the HMBP readily available to facility or EHD personnel. <br />OBSERVATION: Facility could not provide the Emergency Response Plan and the inventory information upon <br />request./Employees do not have access to the Emergency Response Plan and the inventory information on-site. <br />REGULATION GUIDANCE: The emergency response plans and procedures, the inventory of information required <br />by this article, and the site map required by this section shall be readily available to personnel of the business or the <br />unified program facility with responsibilities for emergency response or training pursuant to this section. <br />CORRECTIVE ACTION: Immediately make arrangements to have the business plan readily available for review. <br />This is a minor violation. <br />Overall Inspection Comments: <br />An inspection checklist was provided to the facility operator on the day of inspection. A complete report was <br />finished on 7/21/23 <br />Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br />documenting the corrective actions that have been or will be taken for each violation, and any supporting <br />paperwork, within 30 days of receiving the complete inspection report. <br />**NOTE: According to the facility CERS submittal, propane was listed on the hazardous materials inventory, but <br />none was observed. Remove the propane from the inventory, if there is no propane at the facility. Ensure that all <br />future CERS submittals have an accurate hazardous materials inventory. <br />**NOTE: According to Section I, Employee Training, on the Emergency Response / Contingency Plan states <br />employees are trained before performing duties.
