The applicant shall provide written confirmation from the water providers that <br /> improvements have been constructed or financial arrangements have been made for any <br /> improvements required by the agency and that the agency has or will have the capacity <br /> to serve the proposed development. Said written confirmation shall be submitted prior to <br /> the issuance of a building permit (San Joaquin County Development Title, Section 9- <br /> 602.010). <br /> 5. Submit Water Provision Declaration form to the Environmental Health Department for <br /> review. <br /> 6. Applicant shall contact Natalia Subbotnikova, Program Coordinator, Small Public Water <br /> System Program, at (209) 468-0338, to determine if the existing well can be permitted as <br /> a public water system prior to issuance of building permits. If a public water system is <br /> required, applicant shall submit a Small Public Water System preliminary technical report <br /> to the California State Water Resources Control Board, Division of Drinking Water (Water <br /> Board) at least six months before initiating construction of any water related improvement, <br /> as defined. The issuance of a permit to operate a small public water system by the local <br /> primacy agency (EHD) is prohibited without the concurrence of the Water Board. Please <br /> contact Gena Farley with the SWRCB Division of Drinking Water at <br /> Gena.Farley@waterboards.ca.gov or 209-948-7488, concerning the requirements for <br /> preliminary technical report submittal prior to issuance of building permits. <br /> If the Water Board determines that an onsite well shall be used as the potable water <br /> source, a permit application to operate Small Public Water System shall be submitted to <br /> the EHD for approval prior to issuance of building permits. To issue a permit to operate, <br /> concurrence from the Water Board is required. A yearly permit to operate a public water <br /> system will be required by the EHD prior to sign off of the certificate of final occupancy <br /> (San Joaquin County Development Title, Section 9-602.010 and 9-601.030.). <br /> The supplier must possess adequate financial, managerial, and technical capability to <br /> assure delivery of pure, wholesome, and potable drinking water in accordance with San <br /> Joaquin County Development Title, Sections 9-602.010 and 9-601.030 and C.C.R., Title <br /> 22, and Health and Safety Code, Section 116525 116570. <br /> 7. Any existing wells or septic systems to be abandoned shall be destroyed under permit <br /> and inspection by the EHD (San Joaquin County Development Title, Section 9-605.010 <br /> & 9-601.020) <br /> 8. Any geotechnical drilling shall be conducted under permit and inspection by The <br /> Environmental Health Department (San Joaquin County Development Title, Section 9- <br /> 601.010(b) and 9-601.020(i)). <br /> 9.
