SANAAQUIN <br /> Environmental Health Department <br />COUN \r:' <br />Time In: 10:48 am <br />Time Out: 11:30 am <br />COMPLAINT INSPECTION REPORT <br />Name of Facility LA COMERCIAL COMMISSARY Date 04/27/2023 <br />Address: 2900 E HARDING WAY, STOCKTON <br />Owner/Operator: Telephone: <br />Program Element: 1600- FOOD PROGRAM Complaint #: COJMBWOQR <br />Responsible Party Contact: <br />DESCRIPTION OF COMPLAINT ALLEGATIONS <br />The San Joaquin County Environmental Health Department received the following complaint: <br />FACILITY IS PUMPING WASTEWATER FROM SEPTIC TANK AND DUMPING ONTO LAND. <br />VIOLATIONS AND CORRECTIVE ACTIONS <br />Items listed on this report as violations do not meet the requirements set forth in the California Health and Safety Code commencing with section 7; <br />113700. All violations must be corrected within specified timeframe. Violations that are classified as "MAJOR" pose an immediate threat to public health <br />and have the potential to cause foodbome illness. All major violations must be corrected immediately. Non-compliance may warrant immediate closure of <br />the food facility. <br />OVERALL INSPECTION NOTES AND COMMENTS <br />FOOD ITEM -- LOCATION --TEMP ° F -- COMMENTS <br />No Temperature Data Collected <br />COMMENTS AND OBSERVATIONS <br />Complaint investigation. Went to commissary and discussed complaint with staff. I was granted access to the site of alleged <br />activity. I did not observe the alleged activity taking place. The soil was dry and did not appear that wastewater was dumped <br />onto land. Staff reported that during the excessive rain event, water was pooling the concrete ridges. Staff pumped out rain <br />water, not wastewater, for access to manhole covers and servicing. Septic tanks are serviced monthly per staff. Observed the <br />manhole cover and septic lid were left open. Per staff, the lid was being inspected as servicing would take place following day. <br />Lid and cover were replaced during inspection. Observed the area around the septic lid to be wet. No sewage odor was <br />detected. Per commissary owner, the manhole area are washed periodically, and that is why it was wet. <br />The person in charge is responsible for ensuring that the above mentioned facility is in compliance with all applicable sections of the California Health and <br />Safety Code.
