449.0t Environmental Health Department <br />SAN JOAQUIN <br />—COU NTY— <br />Greatness grows herd <br />WASTE DISCHARGE/SPILL RESPONSE <br />NOTICE TO ABATE <br />Responsible Party: PG&E Date: Jun 06, 2023 <br />RP Mailing Address: PO BOX 7640 Record ID#: CORJWC6HI <br />SAN FRANCISCO, CA 94120- <br />Program Element: 2546 <br />Spill Location: 10676 W RIPON RD, RIPON <br />Release/Spill Response (excluding Joint Team) <br /> <br />NATURE OF WASTE DISCHARGE/WASTE RELEASE: <br />A car hit a 2019 blue-sticker pole mounted transformer causing it to release approximately 10 gallons of mineral oil onto soil. <br /> <br />OBSERVATIONS: <br />PG&E retained PSC to finish the cleanup. Arrived on site and observed final cleanup. Three 55 gallon drums of oily <br />absorbent were generated and taken to the PG&E Manteca service yard for disposal. No waterways or storm drains were <br />observed impacted. Please be advised that the disposal of any waste [HSC 5411] or disposal of any hazardous waste, or <br />the causing therefor, is prohibited when the disposal is at a facility that is not permitted or authorized for hazardous waste <br />disposal. [H5C25189.5(a)]. <br />Report was emailed to Alex Steele, PG&E, <R2Sv@pge.com >. <br />VIOLATIONS: <br />Discharge of any waste, including sewage <br />(CA Health and Safety Code 5411) <br />Discharge of waste or sewage to water or within 150 ft. of waterway <br />(SJC Ordinance Code Sections 9-1125.3, 9-1125.4) <br />1: Improper disposal of a hazardous waste <br />(CA Health and Safety Code 25189.5) <br />Permitting or Maintaining a Nuisance <br />(SJC Ordinance Code Section 8-5100) <br />Other Violation <br />Immediately make a hazardous waste determination for the mineral oil waste and provide a PCB analysis for the <br />mineral oil. <br />CORRECTIVE ACTIONS / ORDER: <br />Investigate and abate contamination under the oversite of the appropriate lead agency. <br />Submit copies of hazardous waste manifests/disposal records to the EHD. <br />Other Correction <br /> <br />EHD 25-01 Rev. 9/16/2020 WASTE DISCHARGE/SPILL RESPONSE NOTICE TO ABATE Page 1 of 2 <br />1868 E.
