Location: 1851 W BOWMAN RD, FRENCH CAMP 1Record ID: C00055745 Date: 04/12/2023 <br />Property Owner Name and Address: SANDRA AND CECIL RODGERS, 7569 S ROBERTS RD, STOCKTON, CA <br />Inspection Type: COMPLAINT ACTIVITY (Chargeable) Program: LIQUID WASTE PROGRAM <br />SAN JOAQUIN <br />- -COUNTY <br />••• <br />Environmental Health Department <br />SEWAGE DISPOSAL NOTICE TO ABATE <br />San Joaquin County Ordinance Code, Title 9 and Title 8, Section 5-5100: <br />It is a violation for any property owner to maintain a nuisance in his property. <br />NATURE OF COMPLAINT / VIOLATION: <br />Sewage release into canal. <br />VIOLATIONS: <br />Sewage Discharge. <br />CA Health and Safety Code Section 5411 No person shall discharge sewage or other waste, or the effluent of treated sewage or other waste in any <br />manner which will result in contamination, pollution, or a nuisance; CA Health and Safety Code Section 5412 Whenever the local health officer <br />finds that a contamination exists, the officer shall order the contamination abated; CA Health and Safety Code Section 117555 A person who <br />places, deposits, or dumps, or who causes to be placed, deposited, or dumped, or who causes or allows to overflow, sewage, sludge, cesspool or <br />septic tank effluent, accumulation of human excreta, or solid waste, in or upon a street, alley, public highway, or road in common use or upon a <br />public park or other public property other than property designated or set aside for that purpose by the governing board or body having charge of the <br />property, or upon private property without the owner's consent is guilty of a misdemeanor; SJC Sewage Standards Section 3.1 General Standards. <br />The location, installation and maintenance of the sewage disposal system and each part thereof shall be such that it will function in a sanitary <br />manner and will not create a nuisance or endanger the safety of any water supply, ground water or surface water. Section 3.1.1. No part of any <br />sewage system shall be located nearer than the approved distances from water supplies. Section 3.2.1. The sewage disposal system shall be <br />designed to receive all domestic sewage from the property. No basement, footing or surface drainage or discharge from water softener, iron filters, <br />pool filters or water treatment systems shall be permitted to enter any part of this system. Section 3.2.2. The sewage disposal system shall consist <br />of a house sewer, a septic tank, distribution box, and a drainage system. Section 3.1.2.(c) The package sewage treatment plant system must be <br />designed by a Registered Engineer qualified to do that work and must meet the discharge standards as set by the Central Valley Regional Water <br />Quality Control Board for that particular treatment plant. Section 3.4 All abandoned septic tanks, or those to be abandoned, shall be filled with earth, <br />sand or other approved material (UPC Sections 722.2, 722.3, 722.4, 722.5) Section 3.5. Temporary sewage disposal systems may be approved. <br />Section 3.6.1 A minimum sewerage system repair shall equal the amount of leach line needed for an additional bedroom as deemed necessary by <br />the Director. <br />Hose connected from outlet of RV leading into irrigation canal. <br />CORRECTIVE ACTIONS / ORDERS: <br />Stop sewage discharge. <br />Stop discharge of sewage immediately. Dispose of sewage at proper wastewater facility. <br />COMMENTS: <br />Drove by property and observed RV parked near irrigation canal. Hose appears to be connected from waste outlet and leads <br />into canal. Notice to abate mailed to property owner. <br />The person in charge is responsible for ensuring that the above mentioned facility is in compliance with all applicable sections of the California Health and <br />Safety Code.
