SAN J 0 A Q I I I Irl Environmental Health Department <br /> CCUN r <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> JT AUTOCARE&SMOG 2305 S AIRPORT WAY, STOCKTON August 07, 2023 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 104 CCR 66262.34(d)(2)No modified contingency plan. <br /> OBSERVATION: Modified contingency plan information was not posted at the facility. <br /> REGULATION GUIDANCE: The business operator must post the following information next to telephones or in <br /> areas directly involved in the generation and accumulation of hazardous waste: the name and emergency <br /> telephone number of the emergency coordinator, the location of fire extinguishers and spill control material, and the <br /> telephone number of the fire department unless the facility has a direct alarm. <br /> CORRECTIVE ACTION: Immediately post the modified contingency plan information or keep a copy of a complete <br /> consolidated emergency response/contingency plan on-site. Provide a statement to the San Joaquin County <br /> Environmental Health Department that the correction is complete. <br /> This is a minor violation. <br /> 301 CCR 66262.34(d)(2) Facility not maintained to minimize the release of a hazardous waste. <br /> OBSERVATION: The facility was not maintained to minimize the release of a hazardous waste. The following <br /> were observed: <br /> -Used oil was observed leaking from engine blocks onto the ground <br /> -Two metal oil filters were observed on the ground <br /> -Metal and paper filters were observed on drums not in containment <br /> -Used oil was observed pooling on drums <br /> REGULATION GUIDANCE:A hazardous waste generator must maintain and operate its facility to minimize the <br /> possibility of a fire, explosion, or any unplanned sudden or non-sudden release of hazardous waste or hazardous <br /> waste constituents to air, soil, or surface water which could threaten human health or the environment. <br /> CORRECTIVE ACTION: Immediately stop the leaks from the engines, clean up the oil on the ground, and clean up <br /> all used oil filters. Manage the waste according to Title 22 California Code of Regulations for hazardous waste. <br /> Submit a statement and supporting documentation to the San Joaquin County Environmental Health Department <br /> describing the storage and final disposition of the cleaned up waste. <br /> This is a Class II violation. <br /> 303 CCR 66262.34(d)(2) Failed to maintain all communication or alarm systems, spill control, or decontamination <br /> equipment. <br /> OBSERVATION: The hazardous waste secondary containment was filled (half full)with used oil. <br /> REGULATION GUIDANCE:All facility spill control equipment shall be maintained as necessary to assure its proper <br /> operation in time of emergency. <br /> CORRECTIVE ACTION: Bring the secondary containment into proper working order by removing the liquid in the <br /> secondary containment and placing in the proper waste container.
