Provide a statement to the San Joaquin County <br /> Environmental Health Department that the correction is complete. <br /> This is a minor violation. <br /> 301 CCR 66262.34(d)(2) Facility not maintained to minimize the release of a hazardous waste. <br /> OBSERVATION: The facility was not maintained to minimize the release of a hazardous waste. The following <br /> were observed: <br /> -Used oil was observed leaking from engine blocks onto the ground <br /> -Two metal oil filters were observed on the ground <br /> -Metal and paper filters were observed on drums not in containment <br /> -Used oil was observed pooling on drums <br /> REGULATION GUIDANCE:A hazardous waste generator must maintain and operate its facility to minimize the <br /> possibility of a fire, explosion, or any unplanned sudden or non-sudden release of hazardous waste or hazardous <br /> waste constituents to air, soil, or surface water which could threaten human health or the environment. <br /> CORRECTIVE ACTION: Immediately stop the leaks from the engines, clean up the oil on the ground, and clean up <br /> all used oil filters. Manage the waste according to Title 22 California Code of Regulations for hazardous waste. <br /> Submit a statement and supporting documentation to the San Joaquin County Environmental Health Department <br /> describing the storage and final disposition of the cleaned up waste. <br /> This is a Class II violation. <br /> 303 CCR 66262.34(d)(2) Failed to maintain all communication or alarm systems, spill control, or decontamination <br /> equipment. <br /> OBSERVATION: The hazardous waste secondary containment was filled (half full)with used oil. <br /> REGULATION GUIDANCE:All facility spill control equipment shall be maintained as necessary to assure its proper <br /> operation in time of emergency. <br /> CORRECTIVE ACTION: Bring the secondary containment into proper working order by removing the liquid in the <br /> secondary containment and placing in the proper waste container.
