Requirements <br /> from these departments along with the recommended conditions from the Department of <br /> Public Works , Environmental Health Department , and the San Joaquin Council of <br /> Governments will ensure that the project is developed to the appropriate standards to avoid <br /> creating a nuisance . <br /> 6 . The site of the proposed use is adequately served by highways , streets , water , sewer , storm drainage , <br /> and other public facilities and services . <br /> • The project proposed access from Carpenter Road . The Department of Public Works has <br /> provided Conditions of Approval that will ensure the proposed use is adequately served by <br /> highways and streets . The applicant is proposing an on - site well , on -site septic system , and <br /> on - site natural storm drainage as required by the General Plan . The well and septic system <br /> improvements will be subject to the rules and regulations of the Environmental Health <br /> Department . <br /> 7 .
