A NJ O A Q U l N Environmental Health Department <br /> COUNTY— <br /> Underground Storage Tank Program Inspection Report <br /> Facility Name: Facility Address: Fe:7 ELEVEN, INC#41187 1829 N WILSON WAY, STOCKTON ptember 14, 2023 <br /> Single-Walled Non-Pressurized Piping <br /> 404 CCR 2643(e),2661(f) Failure to conduct 0.1 gph test on single-walled gravity piping biennially or post repair(pre-1984) ❑V ❑R ❑COS <br /> Other Violations <br /> 2010 See below Unlisted General violation ❑V ❑R ❑COS <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 101 HSC 25284; CCR 2711(d) Failure to obtain a permit to operate from the EHD including but not limited to unpaid <br /> permit fees. <br /> OBSERVATION: The facility operated without a permit from 01/01/2023-01/16/2023. <br /> REGULATION GUIDANCE: No person may own or operate an UST unless a permit for its operation has been <br /> issued by the local agency to the owner or operator of the UST system. <br /> CORRECTIVE ACTION: Ensure the facility has a current permit to operate the underground storage tanks at all <br /> times. <br /> This is a Class I violation. <br /> 307 HSC 25290.1(c3), 25290.2(c3) Failure to keep water out of the secondary containment system (post-Jul 2003). <br /> OBSERVATION:Water was found in the Diesel STP, 87 STP , 87 fill and 91 fill sumps. <br /> REGULATION GUIDANCE: Secondary containment shall be constructed to prevent any water intrusion into the <br /> system by precipitation, infiltration, or surface runoff. <br /> CORRECTIVE ACTION: The service technician removed approximately one a gallon of liquid from the diesel STP, <br /> 87 STP, 87 fill and 91 fill sumps and returned the sensor to its proper location. Immediately contact a properly <br /> licensed, trained, and certified contractor to address the water intrusion into the diesel STP , 87 STP, 87 fill and 91 <br /> fill sumps under permit and inspection of the EHD. <br /> This is a repeat violation, Class 11. <br /> 315 HSC 25290.1(e)Failure to maintain interstitial space to detect leaks before release to environment(post-Jul 2004). <br /> OBSERVATION: The 87 smart sensor(S10)failed when tested. <br /> REGULATION GUIDANCE: The interstitial space of the UST shall be maintained, as designed, under constant <br /> vacuum or pressure such that a breach in the primary or secondary containment is detected before the hazardous <br /> substance is released into the environment. <br /> CORRECTIVE ACTION: The sensor was replaced and retested during the inspection. <br /> This was corrected on site. <br /> This is a Class II violation. <br /> FA0026050 PR0546066 SCO01 09/14/2023 <br /> EHD 23-01 Rev.12/06/2021 Page 4 of 5 Underground Storage Tank Program OIR <br /> 1868 E.
