DRAFT [TENTATIVE] WASTE DISCHARGE REQUIREMENTS ORDER R5-2023-OOXX 23 <br /> FORWARD, INC. <br /> FORWARD LANDFILL <br /> SAN JOAQUIN COUNTY <br /> Discharges from the groundwater extraction system are regulated by WDR Order <br /> R5-2003-0080 for the discharge of treated groundwater. <br /> Unit Construction <br /> 72. Liners for new Class II WMUs (landfills and surface impoundments) must be <br /> designed and constructed to contain fluids (e.g., leachate, waste and landfill gas <br /> condensate), to prevent the migration of waste to adjacent geologic materials, <br /> groundwater and surface water (see Title 27, section 20310 subdiv. (a), 20330 <br /> subdiv. (a)). <br /> 73. Liners for new Class III WMUs (landfills) must be designed and constructed to <br /> contain fluids (e.g., leachate, waste and landfill gas condensate), so as to be <br /> capable of preventing degradation of groundwater and surface water, even with <br /> inadequate site characteristics (see Title 27, section 20310 subdiv. (c), 20330 <br /> subdiv. (a)). <br /> 74. General water quality monitoring and system requirements (Title 27, <br /> section 20415 subdiv. (e)(6)) require initial background sampling for each unit. At <br /> minimum, the Discharger needs to collect analytical data obtained during the <br /> quarterly sampling of all the Background Monitoring Points for a period of one <br /> year. For a new unit, this data shall be collected before waste is discharged at <br /> the unit and background soil-pore liquid data shall be collected from beneath the <br /> unit before the unit is constructed. <br /> 75. The Central Valley Water Board is authorized to approve an engineered <br /> alternative to Title 27 prescriptive standards (see, e.g., Title 27, section 20330, <br /> subdiv. (c)), provided that the discharger demonstrates that compliance with the <br /> prescriptive standard would be unreasonably and unnecessarily burdensome in <br /> comparison to the proposed alternative. (Title 27, section 20080, subdiv. (b), (c); <br /> State Water Board Resolution 93-62). <br /> 76. A Liner Performance Demonstration for a Single Composite Liner (GLA, 2002) <br /> was submitted to and approved by the Central Valley Regional Water Quality <br /> Control Board (CVRWQCB) for final determination of the existing base liner <br /> design. Future landfill modules shall have an engineered alternative base and <br /> side slope outlined in Attachment E, which is incorporated herein. <br /> 77. The Discharger submitted Construction Plans for the construction of new WMUs <br /> at the Facility, specifically the Infill Expansion Area located within the proposed <br /> WMU H unit and Future FU unit, which incorporate an engineered alternative <br /> outlined in Finding 75. <br /> 78. The Discharger proposes to construct new Class II surface impoundments (WMU <br /> F East and WMU F South, see Table 1) as needed to contain and evaporate <br />
