DRAFT [TENTATIVE] WASTE DISCHARGE REQUIREMENTS ORDER R5-2023-OOXX 42 <br /> FORWARD, INC. <br /> FORWARD LANDFILL <br /> SAN JOAQUIN COUNTY <br /> C. Facility Specifications—The Discharger shall comply with all Standard Facility <br /> Specifications (SPRRs, section E) which are incorporated herein. <br /> 1. The Discharger shall maintain a 50-foot setback between land application <br /> areas and all water bodies. <br /> 2. Land application areas shall be at least 1,000 feet from a domestic water <br /> supply well. <br /> 3. Staging or storage of food processing residuals on the ground in any area <br /> not equipped with the means to prevent leachate infiltration is prohibited. <br /> 4. Irrigation tail water or storm water runoff from the land application area <br /> shall not enter any surface water drainage course or storm water drainage <br /> system. <br /> 5. Water in Surface Impoundments shall contain at least 1.0 mg/L Dissolved <br /> Oxygen. <br /> 6. The minimum freeboard on October 15 of each year shall be 4.74 feet for <br /> WMU F North and 5.53 feet for WMU F West. <br /> 7. The Discharger shall develop and implement an approved operations and <br /> maintenance plan for the Class II surface impoundments at the site as <br /> required under Title 27 section 21760 subdiv. (b). At a minimum, the plan <br /> shall address: <br /> a. expected flows and liquids balance calculations; <br /> b. expected waste types and commingling; <br /> C. contingency plans in the event of facility breakdown or failure; <br /> d. seasonality issues; <br /> e. inspection and maintenance programs; <br /> f. LCRS to be tested at least annually (see SPRR E.14); and <br /> g. other information relevant to impoundment operations and <br /> maintenance that could potentially affect water quality. <br /> 8. Solids that accumulate in the Class II surface impoundment if any shall be <br /> periodically removed to maintain minimum freeboard requirements. Prior <br /> to removal of these solids, sufficient samples shall be taken for their <br /> characterization and classification pursuant to Title 27 sections 20200- <br />
