DRAFT [TENTATIVE] WASTE DISCHARGE REQUIREMENTS ORDER R5-2023-OOXX 82 <br /> FORWARD, INC. <br /> FORWARD LANDFILL <br /> SAN JOAQUIN COUNTY <br /> STANDARD PROVISIONS & REPORTING REQUIREMENTS <br /> could preclude accurate determination of groundwater flow rate and <br /> direction [40 C.F.R. § 258.53(d)]. <br /> 20. Monitoring wells, piezometers, and other measurement, sampling, and <br /> analytical devices must be operated and maintained so that they perform <br /> to design specifications throughout the life of the monitoring program [40 <br /> C.F.R. § 258.51(c)(2)]. Monitoring devices that cannot be operated and <br /> maintained to perform to design specifications shall be replaced after <br /> review and approval of a report (i.e., work plan) for the proposed <br /> replacement devices. <br /> 21. All borings are to be logged during drilling under the direct supervision of a <br /> registered geologist or registered civil engineer with expertise in <br /> stratigraphic well logging [Title 27, § 20415(e)(2)]. <br /> 22. Soils are to be described according to the Unified Soil Classification <br /> System [Title 27, § 20415(e)(2)(A)]. Rock is to be described in a manner <br /> appropriate for the purpose of the investigation [Title 27, <br /> § 20415(e)(2)(B)]. <br /> 23. The Discharger shall submit a work plan for review and approval at least <br /> 60 days prior to installation or abandonment of groundwater monitoring <br /> wells. <br /> 24. The Discharger shall provide Central Valley Water Board staff a minimum <br /> of one week notification prior to commencing any field activities related to <br /> the installation or abandonment of monitoring devices. <br /> 25. The water quality protection standard shall consist of the constituents of <br /> concern (COC), concentration limits, and the point of compliance. The <br /> water quality protection standard shall apply during the active life of the <br /> waste management unit, closure period, post-closure maintenance period, <br /> and any compliance period under Title 27, section 20410 [Title 27, <br /> § 20390]. <br /> 26. The point of compliance at which the water quality protection standard <br /> applies is a vertical surface located at the hydraulically downgradient limit <br /> of the waste management unit that extends through the uppermost aquifer <br /> underlying the unit [Title 27, § 20405]. <br /> 27. The compliance period is the minimum period of time during which the <br /> Discharger shall conduct a water quality monitoring program and is the <br /> number of years equal to the active life of the waste management unit plus <br /> the closure period [Title 27, § 20410(a)]. <br />
