MuniappaNaidu, REHS,Assistant Director <br /> PROGRAM COORDINATORS <br /> Jeff Carruesco, REHS, RDI <br /> Willy Ng, REHS <br /> Steven Shih, REHS <br /> Elena Manzo, REHS <br /> Natalia Subbotnikova, REHS <br /> August 4, 2023 <br /> Jose Valdovinos Valdovinos Development, <br /> 733 Shadowbr000k Lane <br /> Manteca, California 95336 ORIGINAL <br /> RE: Soil Suitability/Nitrate Loading Study <br /> 18163 South Carrolton Road, Ripon <br /> APN: 245-38-026, SR0087014 <br /> The San Joaquin County Environmental Health Department (EHD) has reviewed the Soil Suitability/Nitrate <br /> Loading Study (SSNL) dated July 31, 2023 for the above noted location and has the following comments for <br /> your consideration. <br /> The SSNL was prepared to determine the suitability of the above noted parcel for onsite wastewater treatment <br /> system (OWTS) usage and the potential long-term nitrate loading impact to groundwater from the proposed <br /> single family dwelling. <br /> Based on the information provided the EHD can make the following findings: <br /> a. The onsite well water has a nitrate-nitrogen concentration of 10.54 mg/L. Nitrate-nitrogen in drinking <br /> water at levels above 10 mg/L pose a health risk for infants of less than six months of age. Such nitrate <br /> levels in drinking water can interfere with the capacity of the Infants below the age of six months who <br /> drink water containing nitrate in excess of the MCL may quickly become seriously ill and, if untreated, <br /> may die because high nitrate levels can interfere with the capacity of the infant's blood to carry oxygen. <br /> Symptoms include shortness of breath and blueness of the skin. High nitrate levels may also affect <br /> the oxygen-carrying ability of the blood of pregnant women. (Source: California State Water Resource <br /> Control Board ). A 2,000 gallon tank will be required to mitigate the excessive nitrate-nitrogen <br /> concentration. <br /> b. Based on the information provided the EHD finds that the SSNL Study supports the suitability for <br /> standard OWTS usage for the proposed development pursuant to San Joaquin County Development <br /> Title, Section 9-604.010(d) <br /> c. Percolation test conducted on July 13, 2023 yields a percolation rate of 10 min/inch. At this rate an 8' <br /> soil separation is required between bottom of dispersal field and the groundwater. Groundwater is <br /> reported at 60-70 feet below surface grade.
