SAN J 0 A Q U 1 N Environmental Health Department <br /> u ; i y 1 Iii <br /> Hazardous Materials Program Inspection Report <br /> Facility Name: Facility Address: Date: <br /> OLDCASTLE INFRASTRUCTURE 3800 E Mariposa Rd, STOCKTON August 24, 2023 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 5 HSC 25505(a)(1) Failed to electronically submit hazardous materials inventory for all reportable materials on site. <br /> OBSERVATION: 75 gallons of Bio San 500, 1,000 gallons of Sikatard 440, 55 gallons of gear oil, 3,588 cubic feet of <br /> compressed argon were found on site that have not been reported to CERS.The gasoline,WR Medows1200 <br /> White, and Sherlastic Elastometric coating can be removed from the inventory since chemicals have been removed <br /> from facility. <br /> OBSERVATION: The Hazardous Materials Inventory forms for Sikaset NC, Sika CNI, Sika Air, Sika Vicocreete <br /> 2100, and Argon/Carbon Dioxide mixture gas were not complete. The Sikaset NC, Sika CN 1, Slka Air, and Sika <br /> Viscocrete 2100 locations should say dry batch plant and wet batch plant. Sika CNI max daily amount is listed at <br /> 3,000 gallons but needs to be listed at 5,000 gallons because that is the amount that was found on site.Argon/ <br /> Carbon Dioxide mixture gas max daily amount is listed at 1,320 cubic feet but needs to be listed 9,525 cubic feet of <br /> gas because that amount was found on site during inspection. <br /> REGULATION GUIDANCE:Any material that meets or exceeds the reportable quantity shall be reported in the <br /> facility's business plan. <br /> CORRECTIVE ACTIONS: Immediately log into the California Environmental Reporting System (CERS)at <br /> http://cers.calepa.ca.gov/, add the materials to the hazardous material inventory, and submit to the EHD for <br /> approval. <br /> This is a repeat violation, Class II. <br /> 6 HSC 25505(a)(2) Failed to electronically submit a site map with all required content. <br /> OBSERVATION:A site map was not complete. The site map is incomplete because the site map is missing exit <br /> entrance to the structures. The dry batch plant tank farm and wet cast batch plant tank farm do not have a site map <br /> showing the locations of the tanks and the emergency shuts for the tank farms.The emergency shut off off for the <br /> diesel tank is not on the site map. <br /> REGULATION GUIDANCE:A site map shall contain a north orientation, loading areas, internal roads, adjacent <br /> streets, storm and sewer drains, access and exit points, emergency shutoffs, evacuation staging areas, hazardous <br /> material handling and storage areas, and emergency response equipment. <br /> If a site map element is not applicable for your facility then list it on the map and label as"NA". <br /> CORRECTIVE ACTION: Immediately log into the California Environmental Reporting System (CERS)at <br /> http://cers.calepa.ca.gov/, upload the correct or updated information, and submit to the EHD for approval. <br /> This is a repeat violation, Class II. <br /> FA0009782 PR0519871 SCO01 08/24/2023 <br /> EHD 19-01 Rev.12/06/2021 Page 2 of 3 Hazardous Materials Program OIR <br /> 1868 E.
