The issuance of a permit to <br /> operate a small public water system by the local primacy agency (EHD) is prohibited without the <br /> concurrence of the Water Board. Please contact Gena Farley with the SWRCB Division of Drinking <br /> Water at Gena.Farley@waterboards.ca.gov or 209-948-7488, concerning the requirements for <br /> preliminary technical report submittal prior to issuance of building permits. <br /> If the Water Board determines that an onsite well shall be used as the potable water source, a <br /> permit application to operate Small Public Water System shall be submitted to the EHD for <br /> approval prior to issuance of building permits. To issue a permit to operate, concurrence from the <br /> Water Board is required. A yearly permit to operate a public water system will be required by the <br /> EHD prior to sign off of the certificate of final occupancy (San Joaquin County Development Title, <br /> Section 9-602.010 and 9-601.030.). <br /> The supplier must possess adequate financial, managerial, and technical capability to assure <br /> delivery of pure, wholesome, and potable drinking water in accordance with San Joaquin County <br /> Development Title, Sections 9-602.010 and 9-601.030 and C.C.R., Title 22, and Health and Safety <br /> Code, Section 116525 116570. <br /> 5. Submit signed Water Provision Declaration form to the Environmental Health Department for <br /> review. <br /> 6. Prior to issuance of building permit, the existing private water wells shall be tested for the chemical <br /> Dibromochloropropane(DBCP) and nitrates with the results submitted to the Environmental Health <br /> Department. Samples are to be taken and analyzed by a State-approved laboratory (San Joaquin <br /> County Development Title, Section 9-601.0200)). <br /> 7. Prior to issuance of building permit, destroy the abandoned well located southwest of the main <br /> house under permit and inspection by the Environmental Health Department as required by San <br /> Joaquin County Development Title, Section 9-601.020(e). <br /> 8. Prior to issuance of building permit, the domestic well must be repaired under permit and inspection <br /> by the Environmental Health Department (San Joaquin County Development Title, Section 9- <br /> 601.010(c)) as follows: <br /> a. Repair the cement surface seal around the well casing to protect the well casing sufficiently <br /> and the integrity of well grout. <br /> b. Provide sample tap between the well head and the pressure tank. <br /> 9. Applicant will need to get written approval from a public entity for the disposal of winery wastewater <br /> by removal of winery wastewater to an offsite disposal facility or from the Central Valley Regional <br /> Water Quality Control Board for discharge to land. That written approval shall be presented to the <br /> Environmental Health Department prior to issuance of building permit and/or final occupancy <br /> approval (San Joaquin County Development Title, Section 9-603.030). <br /> Applicant will need to get written approval from a public entity that will accept the proposed winery <br /> waste should applicant propose to haul winery wastewater offsite. That written acceptance shall <br /> be presented to the Environmental Health Department prior to issuance of building permit and/or <br /> final occupancy approval. <br /> 10. Any geotechnical drilling shall be conducted under permit and inspection by The Environmental <br /> Health Department (San Joaquin County Development Title, Section 9-601.010(b) and 9- <br /> 601.020(i)). <br /> 1868 E.
