SANJ O A Q U I N Environmental Health Department <br /> Complaint Record Daily Time and Activity Summary from 1/1/2014 to <br /> 2/17/2060 for C00046943 located at <br /> 15100 THORNTON RD. <br /> Activity Date Recorded by <br /> 06/19/2018 Initial notification received at approximately 10:00 am PE 2546 RUVALCABA <br /> 300 min SC 544 <br /> Called and spoke to Tim Babcock(530) 566-1400, with Broadbent and <br /> Associates. Tim stated confirmed the details in the spill report and stated that the <br /> facility believed that someone was trying to make an oil change and lost some if <br /> not all of the oil the night before. When there was enough sunlight the facility <br /> noticed the spill and added absorbent and performed the initial cleanup. The <br /> person who caused the spill was not identified and the facility would be conducting <br /> the cleanup. The spill was reported as 5 gallons, since that was the worst case <br /> scenario, tru amount was unkown. Ponder Environmental had been contacted and <br /> would be on site sometime near noon. Tim also stated that some of the oil may <br /> have made it to a catch basin near the facility. The San Joaquin County Public <br /> Works Department was informed of the incident and was transfered to Mike <br /> Callahan (209) 468-9360. Mike was informed of the situation and it was requested <br /> to meet up with someone that had access to the catch basin since it was in a <br /> locked fenced area. Mike arranged for someone to be at the site at approximately <br /> 11:30 am. Arrived at the site at 11:30 am and met with Matt who had the gate <br /> open. He stated that he had walked the basin and that oil or water was not <br /> noticed. Matt left the site and I walked the basin. The pipe could not be located <br /> due to the amount of vegetation. Water was not noticed in the basin and oil could <br /> not be seen during the search for the pipe. <br /> A little after 12:00 pm Ponder Environmental arrived on site. The site of the spill <br /> was on the east side of the facility, closest to Thornton Rd. What seemed like the <br /> residuals of absorbent marked a trail from one of the parking spots to a storm <br /> drain. With the the assistance of Ponder Environmental, the storm drain grate <br /> directly north of where the oil entered the system was removed and no evidence of <br /> contamination was observed. Two storm drain grates directly west of where the oil <br /> entered the system were removed by Ponder. The first storm drain west of where <br /> the oil entered the system showed signs of contamination, oily sheen was <br /> observed. The second storm drain west of where the oil entered the system did <br /> not show signs of contamination. Ponder Environmental power washed the <br /> affected area in the parking lot and collected the liquid in 50 gallon steel <br /> containers. <br /> Facility General Manager, Matthew Duce was onsite and was issued the notice to <br /> abate. Per facility, one 50 gallon steel drum was generated from the cleanup they <br /> performed. Contents consisted of booms, abosrbent and pads. Ponder clean up <br /> produced a total of seven 50 gallon steel drums of waste. 6 drums of liquid waste <br /> and 1 drum of solid waste. The drums generated by the Ponder clean up were to <br /> be taken by ponder as hazardous waste for disposal. Drum stored at facility <br /> Narrative, photo logs and other report required paperwork completed. <br /> 06/20/2018 Prop 65 PE 2546 RUVALCABA <br /> 30 min SC 203 <br /> 05/02/2019 Hazardous waste manifest acquired through the California Department of Toxic PE 2546 RUVALCABA <br /> 18 min Substances Control 's Hazardous Waste Tracking System.
