Executive Summary <br /> Non-SJMSCP Covered Species <br /> Big Tarplant <br /> This species is not covered under the SJMSCP. Big tarplant is a focal species in the <br /> EACCS.The following measure would be implemented to mitigate impacts in all <br /> Project areas: <br /> 00 For big tarplant populations that are not within the direct impact area but <br /> are located within 50 feet of disturbance,a qualified biologist shall flag a <br /> minimum no-disturbance buffer of at least 30 feet around the populations <br /> in the field(or other distance as approved by a qualified biologist), and <br /> maps shall be provided to on-site staff.These areas shall be avoided <br /> during construction if feasible.To delineate the areas of avoidance, a <br /> preconstruction survey would be required during the blooming period for <br /> this species(July to November)prior to the start of construction. For <br /> example, if construction was planned to start in June 2024,the area would <br /> be surveyed between July and November 2023 and those results would <br /> be used to determine the extent of the population areas. <br /> If big tarplant populations cannot be avoided by the Project, a <br /> restoration/enhancement plan to reduce impacts to big tarplant shall be <br /> prepared by a qualified biologist.The plan shall include the following <br /> components as needed:description of Project site, including maps, <br /> goals/objectives of the Project;description of the proposed site; <br /> implementation plan, including topsoil and/or seed collection and dispersal <br /> protocols; maintenance requirements, including weed removal and <br /> invasive species management during the monitoring period; monitoring <br /> plan; success criteria/performance standards; adaptive management <br /> program and remedial measures; and reporting requirements. If <br /> permanent impacts occur to big tarplant,the actual areas impacted would <br /> be mapped post-construction to quantify the amount of big tarplant <br /> impacted and the amount required to be restored.Temporary impacts(i.e., <br /> impacts in areas that would be restored to natural conditions)may be <br /> mitigated by salvaging topsoil during ground disturbance,storing the soil <br /> on-site and protecting it from weed seed dispersal, and then returning the <br /> soil horizon to its original profile to keep seeds at the appropriate soil <br /> depth.All permanent impacts shall be mitigated at a minimum ratio of 1:1 <br /> (1 acre restored for 1 acre impacted)terms are otherwise agreed to with <br /> CDFW and USFWS. <br /> California Glossy Snake <br /> The California glossy snake is not covered under the SJMSCP.The following <br /> measure would be implemented to mitigate impacts to this species in all Project <br /> areas: <br /> Preconstruction surveys for special-status reptiles shall be conducted by a qualified <br /> biologist within 14 days prior to the start of construction.The surveys shall cover <br /> Griffith Energy Storage Project ES-16 Tetra Tech/SCH2O22120675 <br /> Draft Environmental Impact Report August 2023 <br />
