1 Introduction <br /> oo California Valley Miwok Tribe; <br /> oo North Valley Yokuts Tribe; and <br /> 0o United Auburn Indian Community. <br /> No responses were received to the letters. <br /> 1.4 ORGANIZATION OF THE DRAFT EIR <br /> The Draft EIR is organized into the following chapters so the reader can easily obtain information <br /> about the proposed Project and related environmental issues: <br /> Chapter 1: Executive Summary — Consistent with CEQA Guidelines, Section 15123, the <br /> Executive Summary chapter provides a summary of the proposed Project and discussion of <br /> the Project alternatives, areas of controversy and issues to be resolved, and conclusions <br /> regarding growth inducement and cumulative impacts. A summary of Project impacts and <br /> recommended mitigation measures is also provided. <br /> Chapter 2: Introduction — Describes the purpose and use of the Draft EIR, provides a brief <br /> overview of the proposed Project, and outlines the organization of this Draft EIR. It includes a <br /> discussion of issues required by CEQA that are not covered in other chapters. This includes <br /> unavoidable adverse impacts, impacts found not to be significant, irreversible environmental <br /> changes, and growth-inducing impacts. <br /> Chapter 3: Project Description — Describes the environmental setting, proposed Project <br /> objectives, characteristics, land uses, and requested Project actions. <br /> Chapter 4: Environmental Analysis — Describes the existing physical and regulatory <br /> conditions; methods and assumptions used in impact analysis; thresholds criteria used to <br /> determine the impact significance; impacts that would result from the proposed Project; and <br /> applicable mitigation measures that would eliminate or reduce significant impacts for each <br /> environmental issue of concern. <br /> Chapter 5: Alternatives — Consistent with CEQA Guidelines, Section 15126.6, this chapter <br /> evaluates feasible alternatives to the proposed Project and the potential environmental effects <br /> of those alternatives. The analysis includes evaluation of the No-Project Alternative and <br /> discusses the Environmentally Superior Project Alternative. <br /> Chapter 6: List of Preparers — Lists the individuals involved in preparing the Draft EIR and <br /> organizations and persons consulted. <br /> Appendices — The appendices include technical studies and reports and other relevant <br /> reference material used in evaluating the impacts of the proposed Project and referenced in <br /> the environmental analysis. <br /> 1.5 GROWTH INDUCEMENT <br /> Section 15126.2(e) of the CEQA Guidelines provides the following guidance regarding growth- <br /> inducing impacts: <br /> Griffith Energy Storage Project 1-3 Tetra Tech/SCH 2022120675 <br /> Draft Environmental Impact Report August 2023 <br />
