2 Project Description
2.3 EXISTING SETTING
2.3.1 On-site Land Uses
The portion of the Project site in San Joaquin County is private land zoned as Agricultural General-
160 and designated as General Agriculture, as shown on Figure 2-1. The portion of the Project
site in San Joaquin County is under Williamson Act Contract No. 770255. The site includes
Grazing Land and Farmland of Local Importance, as classified by the California Department of
Conservation, and it is unirrigated grazing land.
Based on historical aerial imagery (Google Earth©), the Project site has consisted of herbaceous
vegetation and has been used for grazing since 1985. Two houses were built within the boundary
of Project site, but outside of the area that would be disturbed by the Project, between 2002 and
2003. Site topography consists of four gently sloping hills as well as flat terrain. Based on
information provided by the landowner, the Project site is annually grazed by cattle.
The portion of the Project site where the proposed gen-tie transmission line would be located is
within the jurisdiction of Alameda County, is zoned as Agriculture (A), and is not under a
Williamson Act Contract. The topography of the gen-tie corridor includes a crossing at Midway
Road and unirrigated grazing land. The gen-tie corridor would cross Midway Road and would then
be located within unirrigated grazing land.
2.3.2 Surrounding Land Uses
The Project, including the gen-tie line, is bounded to the north by grazing land, rural residences,
the West Patterson Pass, and the Union Pacific Railroad (UPRR). To the east lay grazing land
and open space. Rural residences, grazing land, and open space bound the Project to the south.
The Project is bounded by rural residences, grazing land, and the PG&E Tesla Substation to the
west.
The PG&E Tesla Substation is located approximately 0.25 mile to the west. Multiple transmission
towers and lines are located approximately 0.1 mile southwest and 0.17 northwest of the Project
site. The closest residences on land not owned by the current property owner are approximately
0.2 miles (approximately 1,000 feet) north of the Project site on the other side of West Patterson
Pass and 0.2 miles (approximately 1,000 feet) southwest of the Project site at the southern
terminus of Midway Road.
2.4 OBJECTIVES
The Project is designed to meet a series of Project objectives and to also support the state of
California in meeting its renewable area goals, objectives, and standards.
2.4.1 Project Objectives
The Applicant has identified the following Project Objectives:
1. Construct and operate a 400-MW BESS in San Joaquin County with an interconnection
at the Tesla Substation (located in Alameda County) in a cost-competitive manner.
Griffith Energy Storage Project 2-3 Tetra Tech/SCH 2022120675
Draft Environmental Impact Report August 2023
