2 Project Description <br /> 2.5.2.8 Lighting <br /> Low-elevation, controlled security lighting would be installed at the access gate and the entrance <br /> to the energy storage structures. The lighting would only switch on when personnel enter the area <br /> (through either motion-sensor or manual activation [switch]). All safety and emergency services <br /> signs would be lit when the lights are on. The lighting would be shielded so the light is directed <br /> downward. Lighting would be only in areas where it is required for safety, security, or operations. <br /> All lighting would be directed on-site and would include shielding as necessary to minimize <br /> illumination of the night sky or spillover onto adjacent properties. <br /> 2.5.2.9 Stormwater Facilities <br /> The site drainage is designed to follow the natural drainage pattern of the site. The Project would <br /> include swales and armored outlets to direct stormwater, as shown in the preliminary grading and <br /> site plan provided as Figure 2-2, and in accordance with San Joaquin County and state of <br /> California standards. Site preparation and construction activities would be performed in <br /> accordance with a Stormwater Pollution Prevention Plan (SWPPP), or similar plan that <br /> incorporates stormwater best management practices (BMP) to reduce the adverse effects of <br /> erosion and sedimentation. Such practices would include, for example, the use of water trucks to <br /> manage dust; silt fencing, straw wattles, temporary catch basins, and inlet filters to control <br /> stormwater; and truck tire muck shakers, or similar devices, to prevent mud and debris from being <br /> carried onto roadways. <br /> 2.5.2.10 Landscaping <br /> The Project would not include landscaping. <br /> Applicant-proposed Measures and Design Features <br /> The Applicant proposes to take certain actions for the purpose of reducing the potential <br /> significance of anticipated environmental impacts of the Project. These measures are elements <br /> of the Project, either as a specific design feature or as a plan developed by the Applicant. Where <br /> the analysis of individual resources relies on these plans or design features to reduce anticipated <br /> effects, the relevant section so notes. By contrast, mitigation measures are not elements of the <br /> Project and are structured in accordance with the criteria in CEQA Guidelines Section 15370. <br /> Wildlife-friendly Design Features <br /> Fence posts would be capped to prevent potential entrapment of birds or other small species. <br /> Further, the design of new overhead transmission and communications lines and structures would <br /> follow the most recent Avian Power Line Interaction Committee guidance to reduce the potential <br /> for avian injury and mortality from collisions and electrocution. The proposed use of motion- <br /> activated security lighting (rather than lighting that would remain on from dusk to dawn) would <br /> reduce adverse impacts to nocturnal species, potentially including foraging, sheltering, mating and <br /> reproducing, communicating, and migrating behaviors. <br /> Griffith Energy Storage Project 2-7 Tetra Tech/SCH 2022120675 <br /> Draft Environmental Impact Report August 2023 <br />
