2 Project Description
release. Standard construction practices would be observed such that any incidental releases
would be appropriately contained and remediated as required by regulation.
Other hazardous materials used for construction would be typical for most construction projects
of this type. Materials would include small quantities of gasoline, diesel fuel, oils, lubricants,
solvents, detergents, degreasers, paints, ethylene glycol, dust palliative, herbicides, and welding
materials/supplies.
All hazardous materials would be used, stored, and disposed of in accordance with the
manufacturers' specifications and consistent with applicable regulatory requirements. Workers
would be trained to engage in safe work practices and to properly identify and handle any
hazardous materials on-site.
Limited amounts of hazardous materials would be stored or used onsite during Project operations,
including diesel fuel, gasoline, and motor oil for vehicles; mineral oil to be sealed within the
transformers; and lead acid—based or lithium-ion—based batteries for emergency backup.
Appropriate spill containment and cleanup kits would be maintained during operation of the
Project.
2.5.3.11 Vegetation Management
Combustible vegetation or agricultural products on and around the Project boundary would be
actively managed by the Project owner or its affiliates during both the construction and operation
phases of the Project to minimize fire risk. Combustible products would be either limited in height
or removed. Additionally, the Project would include firebreaks around the site boundary in the
form of access roads subject to County standards.
2.5.4 Operation and Maintenance
Once constructed, the Project would operate 7 days per week, 365 days per year. The facility
would be operated by the Applicant or an affiliated company remotely. Periodic augmentation of
batteries within the Project site may occur. Only occasional, on-site maintenance is expected to
be required following commissioning, including replacement of inverter power modules, filters,
and miscellaneous electrical repairs on an as-needed basis. No permanent sanitary facilities
would be required.
2.5.4.1 Operations Water and Wastewater
The average water use during the Project's operation and maintenance phase is estimated to be
less than 1 of per year for general maintenance and would be trucked onsite. The expected
maintenance would generate little traffic during operation. Heavy equipment would not be utilized
during normal operation. Large or heavy equipment may be brought to the facility infrequently for
equipment repair or replacement, or for vegetation control.
No permanent sanitary facilities would be required during operations.
2.5.4.2 Fire Safety
The Project site within San Joaquin County is served by the Tracy Rural Fire District and is
approximately 3 miles west of Tracy Rural Fire District Fire Station 94 (Tracy Rural Fire District
Griffith Energy Storage Project 2-15 Tetra Tech/SCH 2022120675
Draft Environmental Impact Report August 2023
