Biological Resources Evaluation Report <br /> Griffith Energy Project <br /> EXECUTIVE SUMMARY <br /> A literature review and general biological survey were conducted for the Griffith Energy, LLC (Griffith <br /> Energy), Griffith Energy Project (Project). A general biological survey of the Project site and 150-meter <br /> buffer area was performed in January 2022 to assess potential habitat for wildlife and rare plants. The <br /> Project site consisted of grazed, non-native grassland, several hills, and three residential units. All <br /> undeveloped areas of the Project site were comprised of Avena spp. — Bromus spp. herbaceous semi- <br /> natural alliance. Small mammal burrows were also present on the Project site. The only trees present in <br /> the Project site were in residential areas. The loggerhead shrike (Lanius ludovicianus), a California <br /> Department of Fish and Wildlife (CDFW) Species of Special Concern, was observed onsite during the <br /> survey. <br /> Based on the results of the general biological survey, additional surveys for rare plants are recommended. <br /> The Project site is within the planning area for both the San Joaquin County Multi-Species Habitat <br /> Conservation and Open Space Plan (SJMSCP) and East Alameda County Conservation Strategy <br /> (EACCS).Approximately 90%of the Project site is within the SJMSCP plan area, and the current site plans <br /> avoid Alameda County with the exception of the gen-tie line and access road. Additional coordination with <br /> the regulatory agencies is recommended to determine which of these plans will apply to the Project. This <br /> coordination is recommended to determine the additional requirements and refine the recommendations <br /> for California tiger salamander (Ambystoma californiense) and burrowing owl (Athene cunicu/aria). Pre- <br /> construction surveys for California red-legged frog (Rana draytonii), Swainson's hawk (Buteo swainsoni), <br /> nesting birds and raptors, San Joaquin kit fox (Vulpes macrotis mutica), and American badger (Taxidea <br /> taxus) are also recommended. Surveys are recommended to begin in spring 2022 and pre-construction <br /> surveys are recommended to be conducted 7 to 30 days prior to ground disturbance activities, depending <br /> on the species. Recommendations for pre-construction surveys will be refined during the California <br /> Environmental Quality Act(CEQA) process. <br /> A jurisdictional wetland delineation was conducted at one feature on the Project site. Based on the results <br /> of the delineation,the Project site does not contain wetlands under U.S.Army Corps of Engineers(USACE), <br /> Regional Water Quality Control Board/State Water Resources Control Board (RWQCB/SWRCB), and/or <br /> CDFW jurisdiction. <br /> Tetra Tech, Inc. i July 2023 <br />
