Acoustical Analysis Report Griffith Energy Storage Project <br /> during nighttime. Noise sources associated with construction are exempt from these maximum noise <br /> levels, provided construction does not occur before 7:00 a.m.or after 7:00 p.m.on a weekday,and before <br /> 8:00 a.m. or after 5:00 p.m. on the weekend. <br /> Section 6.60.050(8)states the limits related to vibration. Operating or permitting the operation of any <br /> device that creates a vibration which is above the vibration perception threshold of an individual at or <br /> beyond the property boundary of the source if on private property or at one hundred fifty(150)feet <br /> (forty-six(46) meters)from the source if on a public space or public right-of-way. <br /> 2.5 Alameda County General Plan and East County Area Plan Noise Element <br /> The Alameda County General Plan Noise Element does not contain regulations for acceptable noise <br /> levels.The ECAP does contain one policy that pertains to acceptable noise levels and is applicable to the <br /> Project(Alameda County 2000): <br /> Policy 288: The County shall endeavor to maintain acceptable noise levels throughout East County. <br /> 3.0 EXISTI NG SOUND ENVI RONMENT <br /> The Project is bounded to the north by grazing land, rural residences,the West Patterson Pass,and the <br /> Union Pacific Railroad.To the east lies grazing land and open space. Rural residences,grazing land,and <br /> open space bound the Project to the south.The Project is bounded by rural residences,grazing land,and <br /> the PG&E Tesla Substation to the west. <br /> The most significant sources of noise in the vicinity of the Project are vehicular traffic on Interstate 580 <br /> and the local street network. Railroad trains intermittently generate noise levels that are significant along <br /> the railroad tracks. General aviation aircraft using the Tracy Municipal Airport also contribute to <br /> intermittent noise levels. Noise is also generated on individual parcels whether industrial,office, retail or <br /> residential. <br /> The San Joaquin County 2035 General Plan EIR contains ambient noise monitoring results at several <br /> locations within the County.The closest monitoring location is approximately 2.5 miles northeast of the <br /> Project site and shows an Leq ranging from 39-45 dBA during the morning,44-50 dBA during the <br /> afternoon,and 40-47 dBA during the night.The General Plan also shows an Lma"ranging from 51-66 dBA <br /> during the morning,58-78 dBA during the afternoon,and 47-68 dBA during the night. <br /> OTETRA TECH 7 August 2023 <br />
