Acoustical Analysis Report Griffith Energy Storage Project
7.0 CONCLUSION
Project construction would occur between 7:00 a.m.and 7:00 p.m.,in compliance with the San
Joaquin County Ordinance Code and is exempt from noise regulations during this time. The highest
construction noise levels at a non-participating receptor will be 63 dBA Leq and 69 dBA Lmax at NSA-11.
This level is below the FTA guidance level of 70 dBA Leq and is within the range of measured ambient
Lmax values published in The San Joaquin County 2035 General Plan EIR,which show an Lmax ranging
from 51 to 66 dBA during the morning,58 to 78 dBA during the afternoon, and 47 to 68 dBA during the
night. Due to these circumstances, the temporary increase in noise due to construction is considered
to be a less than significant impact.
During Project construction, the worst-case vibration source would be the pile driver. Based on
vibration propagation calculations, construction vibration levels are predicted to be 0.00255 PPV
in/sec,or 56 VdB,at the nearest non-participating residential receptor,which is approximately 1,000
feet from the site. These levels are based on the worst-case vibration producing equipment and it is
expected that other vibration generating equipment proposed for the Project construction would
result in lower vibration levels.Vibration levels at the nearest non-participating sensitive receptor will
be below the minimum vibration level for human perception of 65 VdB.
Normal Project operations would occur during the daytime and nighttime periods. Noise modeling
shows that the Project will not meet compliance with the 45 dBA limit at 7 non-participating
receptors; however, with the implementation of the proposed noise barriers, the Project will meet
compliance at all non-participating receptors. The highest noise level associated with the mitigated
Project operations is 45 dBA at NSA-3,while the ambient noise level ranges from 39 to45 dBA during
the morning,44 to 50 dBA during the afternoon, and 40 to 47 dBA during the night.
OTETRA TECH 20 August 2023
