Traffic Impact Study Griffith Energy Storage Project <br /> 1.0 OVERVIEW <br /> Griffith Energy, LLC (Applicant) is proposing to construct and operate the 400-megawatt (MW) Griffith <br /> Energy Storage Project(Project) in San Joaquin County, California. Tetra Tech Inc. performed a technical <br /> analysis of traffic impacts related to the Project on behalf of the Applicant using the Caltrans <br /> Transportation Impact Study Guide (Guide; Caltrans 2020)which replaced the Caltrans Guide for the <br /> Preparation of Traffic Impact Studies(GPTIS; Caltrans 2002). Per the new California Environmental <br /> Quality Act (CEQA) requirements, the Guide provides direction on performing a vehicle miles traveled <br /> (VMT)analysis. This Traffic Impact Study (TIS)will focus on: <br /> • Existing traffic volumes and current local infrastructure conditions/characteristics. <br /> • Projected VMT with the presence of the Project. <br /> • Peak construction impacts during the month(s) of construction that would have the largest <br /> number of workers and deliveries as well as implications for the remaining construction process. <br /> • Post construction, operational impacts of the Project. <br /> • Discussion of the results and implications. <br /> The purpose of this TIS is to qualify and quantify impacts of construction and operations traffic to the local <br /> transportation infrastructure. It provides San Joaquin County with the information necessary for approval <br /> of the Project and to satisfy requirements of the Guide. <br /> NTETRA TECH 1 February 2023 <br />
